This is one of the contents stated in Conclusion No. 174-KL/TW of the Politburo and the Secretariat on a number of tasks to continue building the organization and operation of the two-level administrative units to ensure smoothness and efficiency.

Accordingly, in Conclusion No. 174-KL/TW, the Politburo and the Secretariat requested the Standing Committees of provincial and centrally-run city Party Committees to continue to focus highly, strengthen leadership and direction:

Research and grasp the functions, tasks, and authority of each level of government, each agency, unit, and the responsibility of the head of an agency or organization, ensuring the smooth and effective operation of each level of government; at the same time, promptly and continuously receive and implement the contents and tasks of decentralization and delegation of power from the Central Government and implement decentralization and delegation of power between levels of local government. All work under the authority of the two levels (province, commune) must be carried out smoothly, without delay, without leaving work unfinished, the consistent goal is to better serve people and businesses.

Urgently review and complete all work of assigning, arranging, and assigning cadres, civil servants, public employees, and workers in provincial and commune-level agencies and units; for communes, wards, and special zones lacking professional cadres, the provincial level must arrange, strengthen promptly, fully, support, and assistance to ensure effective work implementation. Review and complete job positions, propose staffing for localities in the period of 2026 - 2031.

Strengthen inspection and grasp of the situation to promptly resolve and remove difficulties and obstacles for the commune level when operating the new apparatus.

Conclusion 174-KL/TW also clearly states the requirement to continue to do a good job of political and ideological education, fully and promptly resolve the regimes and policies for cadres, party members, civil servants, public employees, and workers who quit their jobs and retire early due to arrangement according to the Central Government's instructions; strengthen propaganda and guidance work so that people can grasp the new regulations, locations, and working methods of state agencies in the locality;

Strengthen and maintain the consensus and support of the People for the implementation of two-level administrative units; promote the spirit of solidarity and unanimous implementation of the model of two-level administrative units, ensure a smooth, effective and efficient organizational system; protect the legitimate rights of the people; care for social security and expand development opportunities for all classes of people.

Conclusion No. 174-KL/TW also clearly states the requirement for the Standing Committees of Provincial and Municipal Party Committees to preside over and coordinate with the Central Committee of the Ho Chi Minh Communist Youth Union and relevant agencies, units and organizations to deploy the sending of youth union members and volunteer students with basic knowledge of information technology from universities and colleges to support cadres, civil servants, public employees, people of communes, wards and special zones (especially remote areas, remote areas, disadvantaged areas) in operation, providing online public services, handling administrative procedures... in the first phase of implementing the model of a two-level administrative unit.

Focus on leading and directing the preparation of conditions to successfully organize Party congresses at all levels towards the 14th National Congress of the Party in conjunction with preparing for the election of National Assembly and People's Councils at all levels.
