According to the Department of Home Affairs of Quang Ninh province, the new commune, ward and special zone government includes the People's Council and the People's Committee. In which, the People's Councils of communes, wards and special zones have 2 committees: the Legal Committee and the Economic - Social Committee.
The People's Committees of communes, wards and special zones include Chairmen and 2 Vice Chairmen of the People's Committees. Commune-level People's Committees establish a maximum of 3 specialized departments: People's Council and People's Committee Office; Economic Department (for communes) or Economic, Infrastructure and Urban Affairs Department (for wards); Department of Culture - Social Affairs; at the same time, continue to pilot the model of a one-level Public Administration Service Center under the Provincial People's Committee.
The organization and operation of the Commune Police and the Military Command at the new commune level shall be implemented according to the instructions of the Ministry of Public Security and the Ministry of National Defense.
Regarding the staffing of cadres and civil servants, according to the Department of Home Affairs of Quang Ninh province, for now, the number of cadres and civil servants at the district and commune levels will be kept unchanged to be arranged to work at the commune level. At the same time, review and streamline the payroll of commune-level cadres and civil servants who do not meet the prescribed standards, in order to restructure and improve the quality of the team to meet the requirements of the tasks, ensuring a period of 5 years basically in accordance with the Government's regulations.
Regarding the staffing of civil servants in public service units, on the basis of the plan to arrange and restructure public service units to implement the arrangement and harmonious allocation of the number of employees and labor contract quotas at public service units under the district-level People's Committee for public service units under the Provincial People's Committee, departments and branches (for public service units transferred to the province) and public service units of the People's Committee at the commune level (for public service units transferred to the commune level to establish public service units under the commune level), ensuring full and effective implementation of functions and tasks of the nature of inter-commune and ward according to the orientation.
Regarding the settlement of regimes and policies, up to now, the People's Committee of Quang Ninh province has settled the regime for 76/111 cases (51 early retirement, 25 severance pay). Currently, localities have registered 806 cases on the list of retirement according to the Decrees.
