Decree No. 192/2026/ND-CP stipulates that during their working time, village and residential group health workers and village and hamlet midwives are supported monthly.
The monthly support level is 0.7 times or 0.5 times the base salary level, and is regulated as follows:
The level of 0.7 times applies to village and residential group health workers and village and hamlet midwives working in: villages with 350 or more households; villages and hamlets in difficult communes according to Government regulations; residential groups and neighborhoods with 500 or more households.
The level of 0.5 times applies to village health workers, residential groups and village midwives working in the remaining villages, hamlets, and residential groups.
The provincial-level People's Committee shall, based on the characteristics, socio-economic development situation, actual needs and budget capacity of the locality, submit to the People's Council of the same level to specifically determine the number of village health workers, residential groups and village midwives; stipulate the specific monthly support level for village health workers, residential groups and village midwives but not lower than the above-mentioned support level.
The Decree stipulates that subjects eligible for epidemic prevention allowances include:
Group 1: People directly going to supervise, monitor health, investigate and verify epidemics, take samples, process specimens, test, handle cases and outbreaks in the community, medical isolation areas and at medical facilities; directly participate in examination, diagnosis, treatment, and care for people with infectious diseases at medical facilities...
Group 2: People directly participating in epidemic prevention vaccination at communities, medical facilities; people working on transporting specimens, patients, isolated people; staff ensuring equipment and chemicals; people assigned, mobilized, and mobilized by the head of the unit to directly participate in epidemic prevention and control activities at communities, medical isolation areas, medical facilities, residential areas, groups, posts, trails, open paths, border gates; members of the National Civil Defense Steering Committee and Civil Defense Commands at all levels participating in epidemic prevention...
Epidemic subsidy levels:
Infectious diseases belonging to group A: subjects entitled to epidemic prevention allowances are divided into two groups, group 1: 420,000 VND/day/person; group 2: 280,000 VND/day/person.
Group B infectious diseases: 280,000 VND/day/person.
Group C infectious diseases: 210,000 VND/day/person.
The Decree also specifically stipulates the 24-hour anti-epidemic duty allowance regime. The 24-hour anti-epidemic duty allowance on weekdays is 280,000 VND/day/person, applied when there is information about an epidemic; on weekly holidays equal to 1.3 times the duty allowance on weekdays; on holidays and Tet equal to 1.8 times the duty allowance on weekdays.
Workers participating in 24/24 hour on-duty epidemic prevention are supported with meal allowances of 40,000 VND/person/on-duty session; people directly supervising, investigating, taking, processing disease samples, testing, and verifying epidemics; participating in epidemic prevention are supported with meal allowances of 40,000 VND/person/day.
Collaborators and volunteers mobilized to participate in fighting group A epidemics during epidemics also receive allowances ranging from 170,000 - 280,000 VND/day/person.
The Decree takes effect from July 15, 2026.
