This afternoon (September 14), the Standing Committee of the Quang Ninh Provincial Party Committee held a conference to listen to and give opinions on the content and agenda of the 21st Session - Extraordinary Session of the 14th Provincial People's Council to promptly issue mechanisms and policies to support people and businesses affected by storm No. 3. Ms. Trinh Thi Minh Thanh - Standing Deputy Secretary of the Provincial Party Committee - chaired the conference.
Based on the opinions of the delegates attending the meeting, the Standing Committee of the Provincial Party Committee unanimously agreed that these are really necessary and urgent contents that need to be issued as soon as possible. Thereby, creating conditions for people to reduce some of their difficulties and soon stabilize their lives; at the same time, supporting businesses to gradually restore production and business activities.
The Provincial Party Standing Committee agreed in principle that the 21st Session will be held on September 23. Since this is an extraordinary session, the preparation time is very short, so to ensure the progress and quality of the contents to be presented at the session, the Provincial Party Standing Committee assigned the Provincial People's Committee Party Committee to direct the Provincial People's Committee to direct relevant departments and branches to continue to focus on completing the submissions and draft Resolutions.
The Provincial People's Council Party Delegation directed the Provincial People's Council's committees to study and closely assess the content, process, procedures, and conditions for submissions and draft resolutions before submitting them to the session, ensuring that the resolutions are quickly implemented after being issued. For matters under the authority of the Provincial Party Committee, the Provincial Party Committee Standing Committee agreed to convene an extraordinary meeting of the Provincial Party Committee to consider and approve them before the extraordinary session of the Provincial People's Council.
The Standing Committee of the Provincial Party Committee assigned the Party Committee of the Provincial People's Committee to continue directing localities to count the damage, and at the same time study the support mechanisms and policies for aquaculture and forestry households affected by the impact of storm No. 3. On that basis, submit to the Provincial People's Council for consideration and resolution at the next meeting scheduled to be held in early October. Regarding the existing mechanisms and policies of the Central and the province, the Party Committee of the Provincial People's Committee is requested to direct the Provincial People's Committee to immediately deploy support for affected cases. The consistent viewpoint is to prioritize all resources to support people and businesses to overcome the consequences of storm No. 3 and soon restore production.
