On July 1, the People's Council of Can Tho City, term X, 2021 - 2026, held its first session.
Attending were Mr. Do Thanh Binh - Member of the Party Central Committee, Secretary of the Can Tho City Party Committee; Mr. Tran Van Lau - Deputy Secretary of the City Party Committee, Chairman of the Can Tho City People's Committee.

Speaking at the opening of the session, Mr. Dong Van Thanh - Standing Deputy Secretary of the City Party Committee, Chairman of the People's Council of Can Tho City, affirmed: The contents considered and decided by the City People's Council at this session are urgent and practical, and are the basis for all levels and sectors to implement in the coming time. The session also has special significance, marking the beginning of a new development phase of Can Tho city, the central urban area of the Mekong Delta.

At the session, the City People's Council passed 7 resolutions, including: Resolution to establish the Committees of the City People's Council for the 2021 - 2026 term; Resolution to establish the Office of the National Assembly Delegation and the City People's Council on the basis of merging 3 units: Office of the National Assembly Delegation and the People's Council of Can Tho City, Soc Trang Province and Hau Giang Province.
Resolution to establish 14 specialized agencies under the City People's Committee.
Resolution assigning 9,951 civil servant positions in administrative agencies and organizations in 2025 (of which: city level is 2,834, commune level is 5,933);
Resolution approving the number of employees receiving salaries from the state budget in public service units in 2025. Resolution on temporary allocation of state budget revenue and expenditure estimates and plans to organize regular meetings of the City People's Council in 2025 after the arrangement.

Speaking at the meeting, Mr. Do Thanh Binh - Member of the Party Central Committee, Secretary of the Can Tho City Party Committee said that the National Assembly's approval of Resolution No. 203/2025/QH15 amending the Constitution and the Law on Organization of Local Government, along with resolutions on the arrangement of administrative units at the provincial and commune levels, is a historic step, of strategic significance to the process of reforming the state apparatus.
Accordingly, the local government model is reorganized at 2 levels: provincial and commune level. Can Tho city is one of the first localities to implement the arrangement of administrative boundaries early and effectively, ending the district-level model. This is not simply a change in administrative boundaries, but also an opportunity to innovate management thinking, organization methods and serve the people more effectively.
The Secretary of the City Party Committee also noted: "Along with opportunities, there are also significant challenges. The new apparatus must be operated smoothly, the thoughts of cadres and people need to be closely paid attention to, policies must be flexible and close to reality".
To achieve the set goals, Mr. Do Thanh Binh suggested that the City People's Council soon complete the apparatus according to the new administrative unit, improving operational efficiency. At the same time, issue a resolution on socio-economic development in accordance with reality, strengthen supervision in newly merged localities, ensure that no one is left behind. He also emphasized the need to innovate voter contact, apply technology, promote propaganda to create consensus, monitor budget allocation, and prioritize disadvantaged areas for even development.
The Secretary of the City Party Committee emphasized: Can Tho City after the reorganization needs to develop in a modern, green, sustainable and inclusive direction. Every citizen must truly enjoy the fruits of development; every neighborhood and countryside is bright - green - clean - beautiful - civilized.
The Secretary of the City Party Committee affirmed that the Standing Committee of the City Party Committee will continue to lead comprehensively, closely, and accompany the City People's Council to build a dynamic and creative government, taking the people as the center of service.
