At the meeting, the delegates of the City People's Council discussed and voted unanimously to pass 16 Resolutions:
1. The socio-economic development plan for 2025 and the tasks and solutions for the last 6 months of 2025 of Hai Phong city after the arrangement.
2. Working regulations of the People's Council, Standing Committee of the People's Council, People's Council Committees, People's Council Delegation Groups and People's Council delegates of the city.
3. Adjust and supplement the 2025 Public Investment Plan of Hai Phong city after the arrangement.
4. The city's medium-term public investment plan for the period 2026 - 2030 (2nd time).
5. Adjust and supplement the Medium-term Public Investment Plan for the period 2021 - 2025 of Hai Phong city after the arrangement.
6. Regulate the working fee regime and conference spending regime using local budgets.
7. List of land plots to be bid for investment projects using land in Hai Phong city in the period of 2025 - 2026.
8. Regulations on the content and level of expenditure for industrial promotion activities in Hai Phong city.
9. State budget revenue estimate in the area; local budget revenue and expenditure and local budget allocation in 2025 after the arrangement.
10. 5-year land use plan of the city (2021 - 2025).
11. List of projects and works requiring land acquisition in the city.
12. Regulate the decentralization of revenue sources, expenditure tasks and the percentage of revenue distribution between budgets of local government levels of Hai Phong city; amend and supplement regulations on principles, criteria and norms for allocating regular expenditure estimates and public investment capital to local budgets in 2025 after the arrangement of administrative units at all levels and implementation of local government at both levels.
13. Temporarily assign staff, number of employees, labor contracts in agencies, units and associations assigned by the Party and State in Hai Phong city in 2025 after the merger.
14. Regulate the scope of tasks and powers assigned to civil servants under the People's Committee at the commune level.
15. Regulate the authority to decide on approving the tasks and budget for purchasing, repairing, renovating, upgrading assets and equipment; leasing goods and services; repairing, renovating, upgrading, expanding, and constructing new construction items in projects that have been invested in construction.
16. Regulate the authority to decide on the procurement of goods and services and investment and procurement of activities applying information technology.
Speaking at the closing session, Mr. Le Van Hieu, Deputy Secretary of the City Party Committee, Chairman of the City People's Council, requested the City People's Committee to direct the urgent implementation of the Resolutions that have just been approved by the City People's Council; closely follow the main groups of tasks and solutions according to the Resolution on socio-economic development for the last 6 months of the year; review and closely assess the ability to complete specific goals in each field to organize implementation. Along with that, proactively have drastic and clear direction measures, clear responsibilities, clear progress, associated with inspection and urging, focusing on removing obstacles, especially for the commune level, striving to achieve the highest level of the set goals.
The Standing Committee and the People's Council Committees closely coordinate with the City People's Committee, relevant departments and branches to immediately implement the preparations for the People's Council's thematic sessions to concretize newly issued legal documents in the city, ensuring synchronous and timely implementation; urgently propose specific mechanisms and policies according to Resolution No. 226 of the National Assembly. At the same time, review and evaluate the mechanisms and policies of the two localities before the merger to adjust, supplement or develop new policies suitable to the practical situation, especially policies on social security, on agricultural production support...
