In his opening speech, Chairman of the Ho Chi Minh City People's Council Vo Van Minh emphasized that in the first 8 months of 2025, despite many difficulties and challenges, the socio-economic situation of Ho Chi Minh City has achieved many positive results.
The city's economy continues to grow, the fields of services, trade, industry, import and export maintain a solid development momentum; national defense and security are maintained; the material and spiritual life of the people is increasingly improved.
However, in practice, there are still many problems with mechanisms and policies. The two-level government apparatus needs to continue to be improved to operate smoothly, effectively and efficiently, better meeting the development requirements and aspirations of people and businesses.
Therefore, this session is of special significance in removing "bottlenecks" and deciding on major issues to serve the direction and operation of the city government.
The Ho Chi Minh City People's Council will consider and approve 34 important resolutions in many areas of economy, budget, urban, culture - society and law.
The passed resolutions will be the basis for Ho Chi Minh City to complete the socio-economic development goals for 2025 and create a foundation for successful implementation of the Resolution of the City Party Congress, as well as the 5-year socio-economic development plan (2021 - 2025).
This thematic session will consider the submissions of the Ho Chi Minh City People's Committee on the regime and spending levels for the activities of People's Councils at all levels; regulations on protecting State secrets after the arrangement of administrative units.
At the same time, the People's Council discussed many policies related to supporting loans to create jobs, change jobs for cadres, civil servants, public employees, and workers who quit after streamlining the apparatus; public housing policies and support for house rental.
Delegates will also consider the regulation on additional income payment according to Resolution 98/2023/QH15; monthly allowance regime for neighborhoods, hamlets, and captains; additional working day allowance for standing militia. In addition, the People's Council will seek opinions on policies for developing preschool education in industrial parks; supporting the learning of preschool children, students, and graduate students who are ethnic minorities.
In addition, the meeting also considered the TOD area planning proposal and the complete investment policy for the Go Cong intersection, the branch connecting Hanoi Highway to Ho Chi Minh City Ring Road 3.
