The headquarters of the People's Court of Dong Ha City includes a 3-storey building with a total investment of nearly 5 billion VND, built and put into use since 2006.
This headquarters is located in a prime location on the intersection between two major streets of Dong Ha city, Dien Bien Phu and Hung Vuong. However, after only 9 years of operation, the Dong Ha City People's Court moved to another location, and this project has not been exploited or used anymore.
This headquarters is under the management of a central agency located in the area, Quang Tri province does not have the authority to decide, so even if there is a need, it cannot be transferred to local units for use. Thus, nearly 5 billion VND was spent to build a magnificent headquarters, but it only operated for 9 years and then was abandoned since 2015, which is 10 years without use.
Before the voters' reflection and the proposal of the People's Committee of Quang Tri province, until September 2024, the Ministry of Finance decided to transfer the status quo of this asset to the People's Committee of Quang Tri Province. After receiving, in December 2024, the province assigned the Land Fund Development Center to set up a auction plan for land use rights.
To auction the property, the People's Committee of Quang Tri province had to spend more than 215 million VND to inspect the current status of the project.
The inspection results showed that the project had seriously degraded, reaching level C danger. The column and foundation system was no longer guaranteed, and needed complex renovation and reinforcement with an estimated cost of up to 5.3 billion VND - exceeding the original investment price. Therefore, the Land Fund Development Center has proposed that the Provincial People's Committee allow liquidation by demolition to change the land use purpose.
Urgently rearrange public assets
Up to this point, the whole province of Quang Tri has 2,615 houses and land that are public assets. Of which, up to 702 facilities have not been granted Land Use Rights Certificates (accounting for nearly 27%). More than half of these are assets belonging to agencies, organizations and public service units.
Notably, many surplus public facilities that are not in use, especially assets belonging to central agencies located in the area, have not been completely handled even though the Provincial People's Committee and the Provincial National Assembly Delegation have repeatedly supervised and sent documents requesting relevant ministries and branches to coordinate in handling.
From 2018 to 2024, the People's Committee of Quang Tri province has approved 8 business projects, leasing, joint ventures, and linkages of public assets such as houses and land at public service units. However, most of them have only stopped at exploiting assets on the land, not making the most of the value of the land, especially in prime locations with potential for economic development.

The delay in granting land use right certificates also causes many problems in exploitation and conversion of land use purposes, directly affecting the efficiency of public asset use. Therefore, the Provincial People's Council requested the People's Committee of Quang Tri province and departments and branches to continue to strengthen the review, speed up the processing and rearrangement of public real estate facilities.
