Previously, only a few district-level administrative units had been merged, localities had many surplus public headquarters, leading to a state of abandonment, degradation, and huge waste.
As of the end of 2024, the whole country has more than 11,000 real estate facilities that are not in use or are being used inefficiently. Up to now, by merging some provinces and cities, there will only be nearly half of the provincial-level administrative units compared to before, and there will be surplus headquarters. Not to mention, if the district level is abolished, the number of surplus public offices will be very large.
Local leaders are also impatient with the abandonment of public offices, but are very cautious when proposing exploitation options. Everyone is afraid that if they do wrong, they will face the law.
Therefore, if you want to use public offices for leasing or joint ventures, you must remove legal problems and minimize complicated and overlapping procedures. At the same time, supplement clear regulations, then local leaders will have a basis to implement.
This must be completed soon so that localities can implement plans to exploit public headquarters, if it is prolonged, the waste cannot be fully calculated.

Supporting cadres and civil servants to quit their jobs and retire early is a must, but when the budget is increased, there needs to be a source of revenue to compensate and exploit public assets to increase revenue.
However, commercial exploitation of surplus assets and headquarters after the arrangement is not a priority option. At the meeting with voters on April 17, General Secretary To Lam clearly stated: Priority is given to 3 areas, one is to renovate schools, repair them, open schools, and open classes. Second is the medical examination and treatment facilities, the ward's health stations, people must be instructed on health examination and health care. Third is places for public activities, culture, sports for the people.
Only when the surplus headquarters cannot be used for the above purposes will the commercial plan be considered. This is also the responsibility of local authorities to avoid loss and waste.
