Supporting hospital and medical examination and treatment costs outside the scope of health insurance according to the roadmap

At the First Extraordinary Session, the 16th National Assembly passed the Law on Urban Development. This Law takes effect from October 1, 2026.

This Law stipulates mechanisms and policies to promote the development of cities that are special-class cities, other cities and special economic zones.

Ho Chi Minh City, other cities that are special urban areas are subject to the mechanisms and policies to promote the development of special urban areas specified in this Law. Hanoi City shall implement according to the provisions of the Capital Law.

Article 28 of the Law clearly states on the development of the health system and social security.

Accordingly, the City People's Council stipulates policies to support from the City budget to pay for disease prevention costs; medical examination and treatment costs outside the scope of payment of the health insurance fund (HI) according to an appropriate roadmap.

At the same time, regulations on policies to develop the extra-hospital emergency system, medical transport; extra-hospital emergency service prices and the co-payment ratio of patients when using extra-hospital emergency services to serve as a basis for implementing payment support.

The City People's Council also stipulates mechanisms and policies to support the operation of the health system at all levels in the City.

The Law also stipulates regimes and preferential policies for people with meritorious services to the revolution in the City; social mechanisms and policies, social security, and social welfare in the direction of expanding subjects, increasing the level of enjoyment to ensure a comprehensive, modern, sustainable, and universal social security system.
