Deputy Prime Minister Ho Duc Phoc has just signed Decision No. 1662/QD-TTg dated August 4, 2025 of the Prime Minister to provide emergency financial support for Dien Bien and Nghe An provinces to overcome the consequences of floods (2nd time).
Accordingly, the Prime Minister decided to support 300 billion VND from the central budget reserve in 2025 for the two localities to overcome the consequences and stabilize people's lives after floods (including: Dien Bien 100 billion VND, Nghe An 200 billion VND) as proposed by the Ministry of Finance in document No. 11826/BTC-NSNN dated August 4, 2025.
The People's Committees of Dien Bien and Nghe An provinces are responsible for managing and using the above additional funds, ensuring compliance with the provisions of the law on the state budget and other relevant legal documents, ensuring the right purpose of use, the right subjects, publicity, transparency, no loss or negativity. Use the central budget support, local budget sources, and other legal capital sources to promptly support people to stabilize their lives immediately after floods; at the same time, report the results of use to the Ministry of Finance, the Ministry of Agriculture and Environment and relevant agencies to synthesize and report to the Prime Minister.
Previously, on August 2, 2025, Deputy Prime Minister Ho Duc Phoc signed Decision No. 1653/QD-TTg of the Prime Minister to provide emergency support of VND 250 billion to Son La, Dien Bien and Nghe An provinces to overcome the consequences of floods (including: Dien Bien VND 100 billion, Son La VND 50 billion, Nghe An VND 100 billion).
