Prime Minister requests not to let people go hungry or have no shelter due to floods

The Prime Minister requested military and police forces to support the transportation of food, drinking water, medicine, etc. to people in areas isolated by floods.

On the morning of August 3, the Government Office announced that Prime Minister Pham Minh Chinh had just signed document No. 919/TTg-NN directing the focus on overcoming the consequences of floods, flash floods, and landslides in the provinces of Dien Bien, Son La, and Nghe An.

The Prime Minister requested to grasp the situation, needs for food, foodstuffs, domestic water and other necessities of the people; organize food, foodstuffs, and necessities to reach people affected by rain, floods, flash floods, and landslides as quickly as possible.

Mobilize forces, means, equipment, and necessary necessities to overcome the consequences as quickly as possible, not letting people go hungry, thirsty, cold, or have no place to live.

Urgently fix the problem, restore the electricity and telecommunications systems to ensure complete, continuous and timely information.

Mobilize military forces, police, youth, etc. to urgently support people in repairing houses and traffic works, ensuring smooth traffic, placing warning signs, arranging security forces, and not allowing civil vehicles to circulate until safety is ensured on National Highway 12.

Repairing medical facilities damaged by the impact of rain, floods, flash floods, and landslides to promptly treat the injured and take care of people's health.

Repairing and restoring schools and classrooms damaged by the impact of rain, floods, flash floods, and landslides, without greatly affecting students' learning.

The Minister of Agriculture and Environment directs specialized units to support localities in arranging and assigning residents; overcoming damage to irrigation works; continuing to monitor, forecast, warn, and provide complete, accurate and timely information on weather conditions to serve the direction and response to natural disasters according to regulations.

Urgently assess the damage caused by floods, calculate the need for funding, rice, and materials to need support from the Central Government, and report to the Prime Minister on August 3.

The Ministers of the Ministries of National Defense and Public Security directed units stationed in the area to support the work of overcoming the consequences of floods, landslides, transporting food, provisions, dry food, instant noodles, necessities, drinking water, medicine, medical supplies, etc. to provide to people in isolated areas as quickly as possible.

Prepare a road support plan if the province requests relief support for isolated areas that cannot be reached by road.

The Prime Minister requested the Minister of Construction to urgently guide and support localities to overcome landslides and cut-offs, ensuring smooth traffic, especially National Highway 12 and National Highway 7.

The Ministry of Health guides and supports localities with disinfectants, medicines, medical equipment and tools for medical examination and treatment; disease prevention and control after floods.

The Prime Minister also requested the Ministry of Education and Training to guide and support localities to urgently clean schools, repair damaged schools, books, notebooks, equipment, and teaching aids, ensuring adequate and timely support for the new school year.

The Ministry of Finance shall preside over and coordinate with the Ministry of Agriculture and Environment and relevant agencies to urgently synthesize recommendations and proposals from localities that have suffered heavy damage due to natural disasters, especially the provinces of Dien Bien, Nghe An, Son La, and report to the Prime Minister on August 3.
