Emergency support of 250 billion VND for Son La, Dien Bien, Nghe An to overcome the consequences of floods

The Prime Minister decided to support 250 billion VND to 3 localities to initially overcome the consequences and stabilize people's lives after floods.

Deputy Prime Minister Ho Duc Phoc has just signed Decision No. 1653/QD-TTg of the Prime Minister to urgently support funding for Son La, Dien Bien and Nghe An provinces to overcome the consequences of floods.

The Prime Minister decided to support 250 billion VND from the central budget reserve in 2025 for 3 localities to initially overcome the consequences and stabilize people's lives after floods (including: Dien Bien 100 billion VND, Son La 50 billion VND, Nghe An 100 billion VND) as proposed by the Ministry of Finance in document No. 11803/BTC-NSNN dated August 2.

The People's Committees of Dien Bien, Son La, Nghe An provinces are responsible for managing and using the above additional funds, ensuring compliance with the provisions of the law on the state budget and other relevant legal documents, ensuring the right purpose of use, the right subjects, publicity, transparency, no loss or negativity.

Use the central budget support, local budget sources and other legal capital sources to promptly support people to stabilize their lives immediately after floods; at the same time, report the results of use to the Ministry of Finance, the Ministry of Agriculture and Environment and relevant agencies for synthesis and reporting to the Prime Minister.

Previously, in recent days, heavy rains caused flash floods, landslides, inundation, serious damage to people, property, infrastructure, greatly affecting production and people's lives in the provinces of Dien Bien, Son La and Nghe An.

According to the People's Committee of Son La province, in July and early August 2025, Son La will suffered 5 consecutive widespread heavy rains, of which 3 caused serious consequences.

Son La province had 5 houses swept away and many roads in Phung Banh commune were eroded and blocked; National Highway 12 through Bo Sinh, Muong Lam, and Song Ma communes was flooded 1.2-1,6m; some suspension bridges were swept away in Phung Banh, Chieng So, and Muong Lam communes. 14 villages are isolated in Phung Banh and Chieng So communes.

In particular, the subsidence in Quyet Thang sub-area (Mai Son commune) has affected civil works, causing panic among the people. The People's Committee of Son La province has just announced a natural disaster emergency to respond to heavy rain, flash floods, landslides and land subsidence in 14 key communes.

As of 9:00 a.m. on August 2, the flash flood and landslide in Dien Bien province due to heavy rain lasting from July 31 to August 1, has killed 10 people, injured 7 others, and left no one missing. Property damage is estimated at about 300 billion VND.

Of which, 319 houses were collapsed, washed away, damaged or had to be urgently relocated, concentrated in communes such as Na Son, Phinh Giang and Xa Dung. Many national highways, inter-commune and inter-village roads were eroded, causing congestion and isolating many areas.

Storm No. 3 and flood circulation have destroyed many localities in Nghe An province, causing thousands of billions of VND in damage. In the province, there have been 4 deaths, 4 injuries, nearly 7,500 houses collapsed, buried, completely washed away and damaged... The total initial damage is estimated at about 3,546 billion VND.

The Government, ministries, branches and local forces are focusing on helping people overcome the consequences of natural disasters, rebuild infrastructure and stabilize their lives.

In recent days, floods and landslides in the North Central and Northern mountainous provinces have killed and left many people missing, houses, schools and maple blossoms were swept away and submerged in mud, affecting local production activities.
