Member of the Party Central Committee, Deputy Prime Minister Le Tien Chau has just signed Official Dispatch No. 42/CD-TTg dated May 23, 2026 of the Prime Minister on accelerating the progress of deploying the construction of inter-level boarding general education schools for primary and secondary schools in land border communes.
According to the telegram, this is a new model with high requirements for progress, quality, and efficiency, but some localities still face many difficulties, the implementation progress is still very slow; investment preparation, site clearance, and allocation of construction materials are still facing many difficulties; the total investment of many projects has increased compared to the initial estimate.
Especially, there are still some new projects in the foundation and 1st floor construction phases, some localities are behind schedule, and there are cases of high risk of not completing on time as assigned by the Politburo.
The Prime Minister requested the Ministry of Education and Training to preside over and coordinate with relevant ministries, agencies, and localities to urgently guide enrollment, boarding and semi-boarding admissions, arrange teachers, management staff, and fully prepare the necessary conditions for boarding schools to be put into use and put into operation after August 30, 2026, and post-investment organization and operation plans.
Closely coordinate with the Ministry of Home Affairs and relevant ministries and agencies to urgently research and promulgate regulations on organizational structure, supplementing staff quotas for support and service staff positions, especially the mechanism for caring for, ensuring safety and managing students for small classes (1st, 2nd, 3rd grades) at inter-level boarding schools in border areas.
The Ministry of National Defense, the Ministry of Public Security, the Ministry of Home Affairs, the Ministry of Ethnic Minorities and Religions closely coordinate with the Ministry of Education and Training to remove difficulties in border security, ensure order and safety at construction sites; direct armed forces stationed in the area to actively support labor, working days, machinery and equipment to help localities accelerate the progress of project implementation; guide the organizational mechanism, personnel structure, especially for particularly difficult areas.
Requesting the Secretaries of Provincial and City Party Committees and requesting the Chairmen of People's Committees of provinces and cities bordering the mainland:
Directly lead, direct and be fully responsible to the Politburo, the Government, and the Prime Minister for the progress, quality, total investment, and efficiency of project use; not to let losses and waste occur for projects to build inter-level boarding schools in the area.
Mobilize the entire political system to get involved, urgently focus maximum resources, direct the investor to closely monitor the site, urge contractors to take advantage of favorable weather, mobilize maximum manpower and machinery and equipment to organize construction, closely follow the roadmap, build progress day by day, week by week for each project, launch the "100-day-night peak campaign", ensuring the completion of 100 pilot schools according to the set plan (before August 30, 2026).
Urgently review and complete the project handover plan, transfer and handle real estate assets and old teaching aids to ensure economical and effective use; ensure that the project after completion and handover is put into operation and teaching immediately, absolutely not allowing the situation of "school waiting for equipment" or "school waiting for teachers" to occur.
