Cao Bang province currently has 21 border communes with the characteristics of scattered population, many remote schools, difficult traffic conditions, and limited educational facilities.
Implementing the policy of the Politburo, in the 2025-2026 school year, the locality will deploy the construction of 11 inter-level boarding schools in border communes.
According to the People's Committee of Cao Bang province, investing in inter-level boarding schools is identified as a fundamental solution to focus students and teachers at one focal point, thereby gradually overcoming the situation of dispersed schools and classes, improving the quality of teaching and learning in remote and isolated areas.
Cao Bang Provincial People's Committee has assigned the Provincial Investment and Construction Project Management Board to be the investor of 10 inter-level boarding primary and secondary school projects according to the list approved by the Ministry of Education and Training.
List of 10 primary and secondary boarding schools built in communes: Quang Long, Trung Khanh, Coc Pang, Be Van Dan, Can Yen, Co Ba, Ly Quoc, Vinh Quy, Xuan Truong and Khanh Xuan.

Previously, the Department of Finance, the Department of Construction and related agencies had documents contributing opinions and proposing plans to implement projects.
According to the People's Committee of Cao Bang province, when students are focused on studying and living, the educational environment will be more stable, while improving the efficiency of management, care and teaching quality for students in border areas, especially children of ethnic minorities.
In addition to the goal of education development, the projects also contribute to ensuring social security and strengthening national defense and security in border areas.
However, the implementation process is facing many difficulties when the prices of construction materials and fuels for construction continuously increase, creating great pressure on the implementation progress.
According to a report by the Investment and Construction Project Management Board of Cao Bang province, there are still many projects that have not ensured the progress according to the set plan.
In the coming time, in addition to overcoming difficulties in weather and geological conditions in construction areas, the investor will continue to report and seek opinions from competent authorities to make appropriate adjustments to market fluctuations.
This is to ensure the rights of contractors, and at the same time maintain the overall progress of school projects in the border area.
