On the afternoon of March 20, the Politburo's Inspection Team No. 1920 and the Secretariat held a Conference to approve the draft Report on the inspection results to the Party Committee of the Fatherland Front and Central organizations.
Speaking at the Conference, on behalf of the inspection team, Mr. Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Committee, Head of the inspection team, said that the reorganization of the Party Committee's apparatus in particular and in the entire political system in general has achieved positive results and has received high consensus and agreement from cadres, party members and people. This is achieved thanks to the inheritance of the guiding spirit at the Party Congress through the periods and the implementation of Resolution 18 in recent times; at the same time, the arrangement in the entire political system is associated with a solid scientific basis, a strict legal basis and a new and creative approach, with great determination and great efforts to implement the Resolution of the 13th National Party Congress and Resolution 18, contributing to perfecting the overall model in the political system. This is in line with the country's development requirements and creates new development space for the country in the coming time.
To continue to reorganize the apparatus of the political system, comrade Le Minh Hung suggested that the Party Committee of the Fatherland Front and Central organizations urgently study and give opinions on the contents of the projects of the National Assembly Party Committee, the Government Party Committee, the Party Committee of the Supreme People's Court, the Party Committee of the Supreme People's Procuracy, and the contents proposed by the Central Organizing Committee.
In Official Dispatch No. 43-CV/BCD (O dispatch No. 43-CV/BCD) on the Plan to continue to reorganize the apparatus of the political system and assign specific tasks to Party organizations, including the Party Committee of the Fatherland Front and Central organizations, the content of the Official Dispatch clearly stated: From now until the 11th Central Conference, the Party Committee of the Fatherland Front and Central organizations will preside over and coordinate with the Central Organizing Committee and relevant agencies to receive opinions from localities, agencies and units, complete the Submission and Project on reorganizing and streamlining the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and the State (Central and provincial levels) to report to the Politburo before March 25, 2025; and before December 1, 2025, report to the Central Committee for the Politburo and the Central Committee for the Information and Documentation to submit to the Central Committee for the Party Committee for the submission of the report on the draft.
According to Mr. Le Minh Hung, the content of the Official Dispatch also clearly states that after the resolution and conclusions of the 11th Conference of the 13th Central Executive Committee, the Party Committee of the Fatherland Front, and central organizations presided over and coordinated with the Central Organizing Committee and relevant agencies: Advising the Politburo to issue decisions on the functions, tasks, and organizational apparatus of the Vietnam Fatherland Front Agency at the central level (to be completed before April 25, 2025). Arrange socio-political organizations and mass associations assigned by the Party and State under the Vietnam Fatherland Front (to be completed before July 15, 2025). The decision to reorganize affiliated party organizations (at socio-political organizations, mass organizations assigned by the Party and the State) is consistent with the organizational model after the reorganization (to be completed before June 30, 2025). Propose amending and supplementing relevant legal regulations to implement the policy of arranging administrative units and local government organizations at 2 levels.
Mr. Le Minh Hung suggested that the Party Committee of the Fatherland Front and central organizations must be proactive in coordination and with a very high sense of responsibility, ready to deploy tasks and complete them according to the schedule mentioned in the Official Dispatch.
The Party Committee of the Fatherland Front and Central organizations need to coordinate with the Central Propaganda and Mass Mobilization Committee to develop a propaganda and mobilization project, providing full information, scientific basis, historical and practical basis to create consensus and support of the people in this revolution of restructuring the apparatus.
Mr. Le Minh Hung suggested that in the Front system, it is necessary to resolve policies and regimes well, and do a good job of political and ideological work for cadres and civil servants in the process of arrangement.
