On March 20, the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW issued Official Letter No. 43-CV/BCD on the Plan to continue to reorganize the apparatus of the political system.
According to VNA, the Central Steering Committee requires Party committees, agencies and units of the Party at the Central level, provincial Party Committees, city Party Committees and Party Committees directly under the Central Government to focus on leading, directing and urgently implementing a number of contents and tasks.
In which, there are the contents and tasks of preparing to report at the 11th Conference of the 13th Central Executive Committee, including:
1. The National Assembly Party Committee shall preside over and coordinate with the Government Party Committee, the Central Organizing Committee and relevant agencies to absorb opinions from agencies and units, complete the following contents to report to the Politburo before March 25, 2025; absorb opinions from the Politburo, complete the Project, Submission and send documents, report to the Central Executive Committee (through the Central Party Office) before April 1, 2025: Project to review, amend and supplement a number of articles of the Constitution and laws of the State. Report on institutional improvement (including amendments to Party regulations, amendments to the Constitution, laws, etc.).
2. The Government Party Committee shall preside over and coordinate with the Central Organizing Committee and relevant agencies to receive comments from localities, agencies, and units, complete the Submission and Project on reorganizing administrative units at all levels and build a 2-level local government organization model to report to the Politburo before March 25, 2025; receive the Politburo's opinions, complete the Submission and Project and send documents to the Central Executive Committee (through the Central Party Office) before April 1, 2025.
3. The Party Committee of the Fatherland Front, Central organizations preside over and coordinate with the Central Organizing Committee and relevant agencies to receive opinions from localities, agencies, and units, complete the Submission and Project on the arrangement and streamlining of the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and State (Central level, provincial level, commune level) to report to the Politburo before March 25, 2025; receive the Politburo's opinions, complete the Submission and Project and send documents to the Central Executive Committee (through the Central Party Office) before April 1, 2025.
4. The Party Committee of the Supreme People's Court and the Party Committee of the Supreme People's Procuracy received the direction of the Politburo and relevant agencies (at the meeting on March 14, 2025); sent opinions to agencies, units and localities on the Project on the system of local courts and prosecutor's offices in the direction of not organizing at the district level; received opinions from agencies, units and localities, completed the Report, the Project, reported to the Politburo before March 25, 2025; received the Politburo's opinions, completed the Report, the Project and sent documents to the Central Executive Committee (through the Central Party Office) before April 1, 2025.
5. The Central Organizing Committee shall preside over and coordinate with relevant agencies: Complete the Project on the system of party organizations at the local level (provincial and grassroots levels). Complete the draft Regulation of the Central Executive Committee on the implementation of the Party Charter (replacing Regulation No. 232-QD/TW, dated January 20, 2025). Complete the draft amendments and supplements to Directive No. 35-CT/TW dated June 14, 2024 and Conclusion No. 118-KL/TW dated January 18, 2025 of the 13th Politburo on Party congresses at all levels towards the 14th National Congress of the Party.
Synthesize the projects of the Government Party Committee, the National Assembly Party Committee, the Fatherland Front Party Committee, central organizations, the Party Committee of the Supreme People's Court, the Party Committee of the Supreme People's Procuracy to develop a Report and Submission on the results of the implementation of Resolution No. 18-NQ/TW and Conclusion No. 127-KL/TW of the Politburo, the Secretariat, report to the Politburo to submit to the Central Executive Committee (at the Central Conference 11).
Receiving opinions from localities, agencies and units, completing the Project and draft of a new Directive to replace Directive No. 35-CT/TW, Conclusion No. 118-KL/TW dated January 18, 2025 of the 13th Politburo on Party congresses at all levels towards the 14th National Congress of the Party and the draft of new Regulations to replace Regulation No. 232-QD/TW, dated January 20, 2025 of the Central Executive Committee on the implementation of the Party Charter; at the same time, completing the Report on the results of the implementation of Resolution No. 18-NQ/TW and Conclusion No. 127-KL/TW, orienting the implementation of the organizational arrangement in the coming time, reporting to the Politburo (March 27, 2025).
Receive the opinions of the Politburo, complete the Project, drafts, Submissions and send documents to the Central Executive Committee (through the Central Party Office) before April 3, 2025.
Along with the above contents, the Central Organizing Committee will preside over the consultation on the development of: Personnel work orientation for the 14th National Party Congress.
Review and supplement the planning of the 14th Central Executive Committee, report to the Politburo to submit to the Central Executive Committee (at the 11th Conference). Appraise the projects of the Government Party Committee, the National Assembly Party Committee, the Fatherland Front Party Committee, central organizations, the Supreme People's Court Party Committee, and the Supreme People's Procuracy Party Committee to report to the Politburo.
6. Provincial Party Committees, centrally-run city Party Committees, Party committees, agencies and units of the Party at the Central level carefully study and promptly give timely opinions on the Projects of the Government Party Committee, National Assembly Party Committee, Fatherland Front Party Committee, Central organizations, Central Organizing Committee, Party Committee of the Supreme People's Court, Party Committee of the Supreme People's Procuracy.
