At the conference, Politburo Member, Secretary of the Party Central Committee, Head of the Central Internal Affairs Commission Le Minh Tri thoroughly grasped the core and key contents of the Resolution on continuing to strengthen the Party's leadership in the work of preventing and combating corruption, wastefulness, and negativity in the new period.
Over the past time, many major cases of corruption, wastefulness, and negativity have been detected, investigated, prosecuted, and tried with very complex nature in fields related to land, banking, securities, corporate bonds, health, education, and electricity... Determining that corruption prevention and control must be linked to waste prevention and control, the Politburo has given the policy of focusing on definitively handling 12 weak and prolonged loss-making projects of the Industry and Trade sector, and practice has proven that this policy is correct.
At the Standing Committee meeting of the Steering Committee on March 18, the General Secretary - Head of the Central Steering Committee for Anti-Corruption, Wastefulness, and Negative Phenomena concluded to continue reviewing and handling slow-progressing, backlog projects, risks of loss and waste and assigned Provincial and City Party Secretaries to be responsible for directing the implementation, completing the review and having handling plans for each project in the second quarter of 2026.
According to Mr. Le Minh Tri, the establishment of the Provincial Steering Committee has created synchronicity, overcoming the situation of "hot up, cold down".
The policy of absent-sentence trial for fugitives abroad has affirmed political determination, not to let corrupt criminals escape, and also to warn and deter criminals who cannot safely live outside the law.
At the same time, pay attention to preventing and combating "petty corruption", especially at the grassroots level, not to affect the trust of people and businesses.
The Resolution sets out the task of amending the Penal Code, the Criminal Procedure Code and related laws to eliminate criminal liability for people who encounter risks and cause damage due to the application of science, technology, innovation, and digital transformation for the common good.
Consider reducing criminal liability and penalties for violations without self-interest motives, proactively and voluntarily returning assets, remedying consequences and damages, effectively contributing to the investigation and detection of crimes.
At the same time, clearly define the viewpoint of handling violations according to the level from low to high, prioritizing the application of civil, economic, administrative, and organizational measures.
In cases that require criminal handling, it is allowed to proactively apply economic remedial measures first, but with specific implementation deadlines and as an important basis for considering further handling measures.
Promptly replace and dismiss cadres with weak capacity, low prestige, and harassment
Implementing the policy of strongly shifting from "fighting" mainly to "preventing from the root is fundamental", the Resolution sets out tasks and solutions to "do not want" corruption by education, building a culture of integrity; "cannot" corruption by strict and transparent mechanisms; "do not dare" corruption by controlling power and strict handling; "do not need" corruption by reasonable remuneration policies.
Strengthen the control of power of people with positions and powers, control the power of the 3-level government apparatus and areas prone to corruption, wastefulness, and negativity.
The Head of the Central Internal Affairs Commission emphasized the timely replacement and resignation of cadres who are weak in capacity, irresponsible, have low prestige, and show signs of bureaucracy and harassment.
Continue to improve preferential policies, salary and income regimes to ensure living standards so that cadres, civil servants, and public employees can feel secure in their work, honest, and impartial.
In addition to strictly handling the responsibility of heads for corruption, wastefulness, and negativity, there needs to be a mechanism to encourage and protect heads to proactively detect and promptly handle corruption, wastefulness, and negativity within the internal ranks.
