The draft political report submitted to the 14th Party Congress has identified the goals of national development in the new period: Maintaining a peaceful and stable environment; developing the country quickly and sustainably and firmly protecting the Fatherland; improving and comprehensively improving people's lives; strategic autonomy, self-reliance, confidence, and strong progress in the new era of the nation; successfully implementing the goal of becoming a developing country with modern industry and high middle-income by 2030; realizing the vision of becoming a developed and high-income country by 2045 for a peaceful, independent, democratic, rich, prosperous, civilized, and happy Vietnam, steadily advancing towards socialism.
Talking to Lao Dong Newspaper, National Assembly Deputy Tran Hoang Ngan (Ho Chi Minh City delegation) said that the draft political report set a growth target for the period 2026 - 2030 of 10% or more. This is to realize the country's development vision, soon turn our country into a developed country with high income, prosperity, and civilization. This goal is built on the foundation that has been prepared for many years, especially the achievements in 40 years of Doi Moi. The goal is also set on the foundation of institutions, infrastructure, science and technology, innovation, and digital transformation prepared in recent years.
Over the past time, many strategic resolutions on scientific and technological breakthroughs, the private economy, institutional improvement, education, health and state economic development... have formed a synchronous system of solutions. This creates an overall driving force for the new development phase" - Delegate Ngan said.
Also according to Mr. Tran Hoang Ngan, the 15th National Assembly with a record volume of legislative work, implementing over 200 legislative tasks. Among them, there are many laws and resolutions containing legal regulations promoting decentralization and delegation of power in the direction of "locality decides, locality does, locality takes responsibility", creating an increasingly open institutional environment for development.
Besides, there is a clear step forward in socio-economic infrastructure. By the end of 2025, the whole country has put into operation about 3,345km of main expressway routes and 458km of intersections and access roads to connect these expressway systems with national highways as well as local transportation systems. This is an important foundation to connect growth poles, attract investment and promote national advantages.
Another foundation is the policy of developing high-quality human resources, associated with specific mechanisms in some localities to attract talents. At the same time, science and technology, innovation and digital transformation have been identified as key drivers. “Therefore, we have identified the shift of the growth model from breadth to depth, improving labor productivity, developing the digital economy... This is one of the driving forces for Vietnam to achieve double-digit growth in the coming period” - Mr. Tran Hoang Ngan shared.
Ready to accelerate growth
Sharing the same exchange, economic expert, Dr. Nguyen Minh Phong said that since the 13th Congress, we have set goals for national development at the milestones of 2030 and 2045. However, in the process of implementation, we have encountered the impact of the COVID-19 pandemic, affecting the planned growth target. This creates a delay in growth rate from now to 2045.
Therefore, the draft documents of the 14th Congress set out the requirement to accelerate more strongly, otherwise it will affect the entire set strategy. This explains why we set a very high growth target, which is double-digit growth.
Also according to Dr. Nguyen Minh Phong, we are having great advantages in developing the digital economy, digital transformation and the application of science and technology. Reality shows that the digital economy has a growth rate about 3 times higher than the traditional economy. If we focus strongly on investing in the digital economy and science and technology, it will create breakthroughs to compensate for the slow growth of the material sector, thereby creating a higher general growth rate.
Recently, the Politburo has issued many important resolutions, from Resolution 57 to Resolution 80. All will join forces, creating a new ecosystem to liberate resources, improve responsibility and efficiency, strengthen FDI attraction and promote the role of the private economic sector. These are the driving forces that we have not fully exploited or fully promoted before; they will be strengthened in the future" - Dr. Nguyen Minh Phong shared.
Also according to Dr. Nguyen Minh Phong, we already have a foundation and accumulated development experience in 40 years of renovation. If we do a good job of exploiting and promoting those experiences and foundations, these driving forces will create a combined strength to achieve a higher growth rate. Therefore, the double-digit growth target is realistic and completely grounded to bring the country to develop quickly and sustainably.
