Developing specific and modern eco-economic zones and urban areas along rivers and coastal areas
This morning (3.6), in Ben Tre province, General Secretary To Lam and the Central Mission worked with the Standing Committee of Ben Tre Provincial Party Committee, the Standing Committee of Tra Vinh Provincial Party Committee and the Standing Committee of Vinh Long Provincial Party Committee on the implementation of recent resolutions, conclusions and directives of the Central Government; The implementation of Resolution No. 60-NQ/TW dated 12.4.2025 of the Party Central Committee on the 11th Conference of the XIII Party Central Committee, according to the VNA.
Attending the meeting were Politburo members, Party Central Committee Secretaries: Head of the Central Organization Committee Le Minh Hung, Chairman of the Central Inspection Committee Nguyen Duy Ngoc, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien.
Also attending were Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council Nguyen Xuan Thang; Secretary of the Party Central Committee, Chief of the Party Central Committee Office Le Hoai Trung.

Concluding the meeting, General Secretary To Lam emphasized that the merger of Vinh Long, Ben Tre and Tra Vinh into a new administrative-economic unit is not simply a solution to reorganize administrative boundaries, but more importantly, a breakthrough choice to rebuild the development structure towards integration, synchronization and efficiency.
The General Secretary affirmed that this is an opportunity to shift from a development model by province to a regional development coordination model, with a large enough scale to attract strategic investment, implement linkage infrastructure projects, digitize public administration, develop a green economy and effectively respond to climate change.
With the location between the downstream of the Tien River and the Hau River and the East Sea, Vinh Long will fully converge all the factors to become one of the economic, logistics, high -tech agricultural centers, renewable energy and marine services of the whole region, playing a bridge between domestic sub -region and international supply chain and international supply chains.
This is a premise for developing a model of a unique and modern eco-economic zone and urban area along the river and sea, adapting to climate change and joining the trend of transforming the sustainable growth model for the entire Mekong Delta.
Establishing a new breakthrough development vision

Emphasizing the merging of the three provinces is the opportunity to establish a new, breakthrough, integrated and sustainable development vision, the General Secretary suggested that the new locality needs to be repositioned in the overall development of the Mekong Delta region, closely linked with the bonding-sea-Xuyen-Xuyen Mekong river and economic corridors, and proactively connects the Mekong Diploma strategy, 13-NQ/TW and regional and national level plans.
The General Secretary proposed promoting economic development on the basis of science and technology, human resources and private economic development.
In the context of merging and preparing for party congresses at all levels towards the 14th National Party Congress, the General Secretary requested that strengthening the party organization and the political system become even more urgent.
The General Secretary affirmed that the consolidation of the three provinces of Vinh Long, Ben Tre and Tra Vinh is a strategic decision that has been carefully evaluated and considered on the journey to realize the major resolutions of the Politburo on the development of the Mekong Delta region, the development of private economy, science-technology, renovation of government organizations and improving the capacity to implement policy at local levels.
To develop quickly and sustainably after the merger, it is necessary to consider this entire process as a rare opportunity to create a new, more modern development model in thinking, more organizational efficiency, deeper regional linkages and stronger competitiveness.
