In addition, advise the Government to direct and guide ministries, branches and localities to deploy plans to reorganize the apparatus of state administrative agencies to ensure urgency so as not to interrupt or miss work, especially work directly related to people, businesses and international organizations.
Implement staff streamlining in conjunction with restructuring the civil servant team according to job positions. Focus on training, retraining and fostering the civil servant team to ensure adequate qualities, qualifications and capacity to match the tasks after rearranging and streamlining the organizational apparatus of ministries, branches and localities.
Continue to arrange and promote autonomy for public service units of ministries, branches and localities to ensure the goals set forth in Resolution 19.
In addition, focus on reviewing, amending and supplementing institutions and policies related to the organization of the administrative apparatus, operating mechanisms, and policies for the staff of civil servants in a complete and synchronous manner to ensure the implementation of the goals of efficiency, effectiveness and efficiency of the apparatus.
Improve the quality of civil servants after restructuring and organizing the apparatus. In the immediate future, focus on building and submitting to competent authorities for approval the Law amending the Law on Government Organization, the Law on Local Government Organization, and the Law on Cadres and Civil Servants.
Focus on developing, appraising and submitting to the Government for promulgation decrees regulating the functions, tasks, powers and organizational structure of ministries, ministerial-level agencies, and government agencies; organizing the apparatus, functions and tasks of specialized agencies under People's Committees at all levels.
At the same time, effectively organize and implement policies for cadres, civil servants, public employees and workers when streamlining the apparatus and administrative units at all levels.
