Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh has signed Decision No. 758/QD-TTg promulgating the Plan to implement the arrangement of administrative units and build a model of organizing local government at 2 levels ( Plan).
According to the plan, regarding the implementation of merging provincial-level administrative units, not district-level organizations, commune-level mergers, and 2-level local government organizations; clearly defining the tasks, authority, and responsibilities of provincial-level authorities, commune-level authorities, etc., the Permanent Deputy Prime Minister assigned the Ministry of Home Affairs to preside over and coordinate with relevant ministries and branches to submit to the National Assembly the draft Law on Organization of Local Government (amended) before May 5, 2025.
Before May 5, 2025, the Government Inspectorate will preside over and coordinate with relevant ministries and branches to submit to the National Assembly amendments and supplements to the Law on Inspection, including the content of reorganizing the inspection system.
The Government Inspectorate shall preside over and coordinate with relevant ministries and branches to issue guidelines on the end of district-level inspections; rearrange and reorganize provincial-level inspection organizations in accordance with the project to reorganize the inspection agency system to be streamlined, compact, strong, efficient, effective and efficient in sync with the arrangement of provincial-level administrative units. Completion time is before June 30, 2025.
Previously, according to Decision No. 755/QD-TTg, the organization and personnel of the Government Inspectorate will be arranged on the basis of ending the operation of 12 Ministries Inspectorate and 5 department-level units of the Government Inspectorate; merging the School of Inspection Officials and the Institute of Strategy and Inspection Science.
Implement the reception and transfer of civil servants to inspection work of 12 Ministry inspectors in accordance with the requirements and tasks of the Government Inspectorate's departments, branches and units.
At the same time, arrange and assign civil servants to departments, branches and units under the Government Inspectorate according to the new organizational model; carry out the handover and receipt of party member and civil servant records and other related contents; implement the regime and policies for civil servants in the process of arrangement according to regulations.
Arrange the organization and personnel of the Provincial and centrally run city Inspectorates (Provincial Inspectorates) on the basis of ending the activities of the District Inspectorate and Department Inspectorate to reorganize into organizations under the Provincial Inspectorate.
Arrange and assign headquarters and facilities to the Provincial Inspectorate, ensuring continuous and uninterrupted implementation of tasks.
