According to the plan, the Ministry of Home Affairs will preside over and coordinate with relevant ministries and branches to develop a Government Decree on regimes, policies, salaries, and responsibility allowances for cadres, civil servants, and public employees at the commune level after the reorganization to ensure balance, in accordance with the policy of saving and reducing budget expenditures for the apparatus. Completion date is before July 30, 2025.
Before May 20, 2025, the Government Office shall preside over and coordinate with relevant ministries and branches to issue guidelines for determining the tasks, powers, and administrative procedures of district-level authorities to the provincial level, commune-level authorities, and resolve tasks related to organizations and individuals before, during, and after the arrangement of administrative units, implementing the 2-level local government organization model.
The Ministry of Home Affairs shall preside over and coordinate with relevant ministries and branches to develop a Government Decree on the application of specific regimes and policies for administrative units after the reorganization (altitude, border, islands, etc.).
Develop policies and regimes for cadres, civil servants, public employees, and workers affected by the implementation of administrative unit reorganization. Completion time is before May 31, 2025.
Before April 25, 2025, the Ministry of Construction shall preside over and coordinate with relevant ministries and branches to issue guidelines on location selection, location of working headquarters, conditions to ensure the operation of People's Councils, People's Committees, agencies and units; management, use and handling of public housing after administrative unit arrangement.
The Ministry of Finance shall preside over and coordinate with relevant ministries and branches to issue guidelines on management, use, and handling of assets and working headquarters of agencies, units, and organizations in the political system when not organized at the district level.
Issue guidelines on the management, handover, receipt and use of assets of affiliated agencies and units before, during and after the arrangement of administrative units; on the management and handling of headquarters and surplus assets after the arrangement of administrative units. Completion time is before April 25, 2025.
Before June 30, 2025, the Ministry of Public Security shall preside over and coordinate with relevant ministries and branches to issue regulations ( Guidelines) on the use of seals of People's Councils, People's Committees at the commune level, seals of organizations, enterprises... after the arrangement of commune-level administrative units.
Following the direction of agencies, units and organizations continues to use the seal of the People's Council and People's Committee of one of the commune -level administrative units, the seal of the organization and enterprise ... before arranging the administrative unit at the commune level, not the district -level organization; Only engraved and changed new seals after arranging the provincial administrative unit.
