On May 9, Minister of Home Affairs Pham Thi Thanh Tra reported to the Government on the implementation of the arrangement of administrative units (ADUs) at all levels and the organization of local governments at all levels.
Minister Pham Thi Thanh Tra said that in the past time, provinces and cities have implemented processes and procedures to develop documents for the Provincial-level ADVHC Arrangement Project and the Commune-level ADVHC Arrangement Project to submit to the Government (through the Ministry of Home Affairs) before May 1, 2025 according to regulations.
The Ministry of Home Affairs - the Standing Committee of the Government's Steering Committee has focused on mobilizing the total force and withdrawal of the organization of the project appraisal of projects 63 provinces and cities; At the same time, developing a project of provincial -level DVHC and 34 sets of dossiers for arrangement of communal units of new provinces of 63 provinces and cities.

Regarding the expected reduction in the number of cadres and civil servants (excluding public employee positions), Minister Pham Thi Thanh Tra said that for the provincial level, the number of positions assigned by competent authorities in 2022 is 110,233 cadres and civil servants positions.
The number of provincial-level positions after the reorganization and local-level authorities coming into stable operation is expected to be arranged with about 91,784 positions for cadres and civil servants, accordingly, it is expected to reduce about 18,449 positions (due to restructuring according to job positions).
For the commune level (formed after the end of district-level activities and transferred the district-level payroll to the commune level (old) to be arranged according to the new commune-level administrative unit.
The number of positions at district and commune levels assigned by competent authorities in 2022 is 310,046 positions for cadres and civil servants (including: district level 97,440 positions and commune level 212,606 positions).
The number of commune-level positions after the reorganization period and when the local commune-level government comes into stable operation is expected to arrange 199,260 positions for cadres and civil servants, accordingly expected to decrease by about 110,786 (due to restructuring according to job positions, retirement, and severance according to policies).
The number of endorsed non-professional workers at the commune level nationwide is 120,500 people.
