Establish Party committees of Party agencies, mass organizations, People's Councils, and provincial-level Justice under the Provincial Party Committee, including Party organizations in advisory and support agencies of the Provincial Party Committee, Office of the National Assembly Delegation and Provincial People's Council, Vietnam Fatherland Front, socio-political organizations, People's Procuracy, Provincial People's Court, mass organizations assigned tasks at the provincial level by the Party and State, and a number of other grassroots Party organizations; specialized advisory and support agencies are located at the Provincial Party Committee Office.

The Standing Deputy Secretary of the Provincial Party Committee acts as Secretary, 1 member of the Standing Committee of the Provincial Party Committee acts as Deputy Secretary, and 1 full-time Deputy Secretary is assigned; the Standing Vice Chairman of the Provincial People's Council, Chairman of the Provincial Vietnam Fatherland Front Committee, Heads of provincial-level Party Committees, and Deputy Head of the full-time Delegation of the Provincial National Assembly Delegation participate in the Standing Committee of the Party Committee.
The Secretariat regulates the functions, tasks, organizational structure, and working relationships of the Party Committees of Party agencies, mass organizations, People's Councils, and the Judiciary at the provincial level. The Standing Committee of the Provincial Party Committee appoints the personnel of the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the Party Committees of Party agencies, mass organizations, People's Councils, and the Judiciary at the provincial level for the 2020-2025 term.
