Many limitations slow down the development speed of the Southeast region
On the afternoon of December 2, Prime Minister Pham Minh Chinh chaired the 5th Conference of the Southeast Regional Coordination Council, with the theme: "Double-digit economic growth in the Southeast region by 2025: Challenges, opportunities and solutions".
Reporting at the conference, the Ministry of Planning and Investment said that in 2024, the GRDP growth rate of the Southeast region is slowing down. It is estimated to reach 6.38%, with a scale of more than 3.56 million billion VND, lower than the national average (estimated at 6.8-7%), ranking 4th out of 6 economic regions. Public investment disbursement only reached 36.61% of the plan assigned by the Prime Minister, lower than the national average (54.79%).
However, the average income per capita is estimated at 187.38 million VND/year, leading the economic regions and higher than the national average. The Southeast region continues to lead the country in both the number of projects and total foreign direct investment capital, as of October 31.
However, the Southeast region is also facing many difficulties and challenges such as traffic congestion, lack of infrastructure; unsustainable industrial development, low added value, unreasonable allocation; potential space remains but has not been fully exploited.
Transport infrastructure connecting seaports is also a bottleneck, and a diverse logistics service ecosystem has not yet been formed to meet the needs in the Southeast region.
Solving problems, striving to achieve double-digit growth
At the conference, the Ministry of Planning and Investment requested the Southeast region to urgently complete the assigned annual plan; focus on capital disbursement, prioritizing allocation to regional, important, and urgent projects; promote local strengths and overcome bottlenecks. Delegates attending the conference also proposed many solutions and recommendations for development and growth in localities.
In his speech, Prime Minister Pham Minh Chinh highly appreciated the efforts of localities to achieve good results in recent times. However, he noted that there are still many limitations in the development process. The remaining bottlenecks need to be quickly removed; the progress of implementing the tasks of the region still needs to be improved.
"In 2025, we will still prioritize growth, striving for double-digit growth for the Southeast region. Growth is the task of the whole country next year," Prime Minister Pham Minh Chinh emphasized.
According to Prime Minister Pham Minh Chinh, to achieve this, it is necessary to implement 6 solutions.
That is to continue to perfect the institutions and make institutional breakthroughs according to the Government's direction. If from now until the first quarter of 2025, there are still many problems, then boldly propose them to the Government to resolve them, or the Government proposes to the National Assembly according to its authority.
It is necessary to promote and renew three growth drivers including investment, focusing on public investment, export and consumption.
Localities also need to focus on implementing large projects and high-tech centers, especially in the fields of semiconductor chips and artificial intelligence.
At the same time, it is necessary to change the way of governance, restructure governance to be smarter, and use more digital technology.
Focus on management, focusing on security and order and especially avoiding waste.
Finally, build and propose common policy mechanisms to remove difficulties for the entire region.
"With the determination of the leaders and people in the region, I am confident that we will achieve the double-digit growth target for the Southeast region in 2025," Prime Minister Pham Minh Chinh emphasized.
