The Congress was attended by former President Nguyen Minh Triet, former National Assembly Chairwoman Nguyen Thi Kim Ngan; former Prime Minister Nguyen Tan Dung, former Standing Member of the Secretariat Le Hong Anh; former Politburo member, former Chairman of the Central Committee of the Vietnam Fatherland Front Nguyen Thien Nhan; former Chairman of the Central Committee of the Vietnam Fatherland Front Huynh Dam; former Party Central Committee Secretary, former Vice President Truong My Hoa; former member of the Party Central Committee, former Secretary of the Ca Mau Provincial Party Committee Bui Quang Huy; Member of the Party Central Committee, Secretary of the An Giang Provincial Party Committee Nguyen Tien Hai; and representatives of leaders of ministries, branches, central agencies, Vietnamese revolutionary heroes, revolutionary leaders, revolutionary leaders, revolutionary leaders of the Ca Mau province; leaders of the early blocs of the Vietnamese People's Army, and leaders of the Ca Mau Province.
The Congress summoned 450 official delegates, representing more than 82,000 party members in the entire Party Committee to attend the Congress.
The theme of the Congress was determined: "Promoting the heroic revolutionary tradition, solidarity, building a clean and strong Party and political system; breakthroughs in science, technology, innovation and digital transformation; taking advantage of opportunities, advantages and potentials of the northernmost province to comprehensively and firmly develop with the whole country entering the new era". The motto of the Congress is "Solidarity - Democracy - Responsibility - Breakthrough - Development".
The official session of the Congress took place on October 17 with the following contents: Presenting the opening speech; drafting the political report; drafting the review report of the Executive Committee of the Ca Mau Provincial Party Committee for the 2020-2025 term; reporting and synthesizing comments on the draft contributions to the documents of the 14th National Congress of the Party and the documents of the 14th National Congress of the Ca Mau Provincial Party Committee for the 2025-2030 term; Speech directing the Congress of Politburo representatives; Announcing the Politburo's Decisions on personnel appointment; Reporting and synthesizing opinions of the congresses of Party Committees under the Provincial Party Committee and people of all walks of life contributing documents to the first Provincial Party Congress, term 2025 - 2030 and documents to the 14th National Party Congress (abbreviated); General report on the opinions of the delegates at the first Congress, the 14th National Party Congress - 2025...
Regarding personnel work, based on Directive No. 45-CT/TW dated April 14, 2025 of the Politburo and regulations and instructions of the Central Committee, the Congress will not elect the Party Executive Committee, the Provincial Party Standing Committee, the Inspection Committee, the Chairman of the Inspection Committee for the 2025-2030 term and the Delegation attending the 14th National Congress, but will be appointed by the Politburo and the Secretariat.
