The Congress has 281 delegates, representing 6,454 party members of 22 Party cells and affiliated grassroots party committees.
In his opening speech, Standing Deputy Secretary of the Party Committee of the Ho Chi Minh City Party Agencies, Chairman of the Ho Chi Minh City People's Council Vo Van Minh emphasized: "The first Congress was held in the context of the country having gone through 40 years of renovation, achieving many great achievements, of historical significance; at the same time, entering the stage of promoting industrialization, modernization and international integration, towards the goal of "rich people, strong country, democracy, fairness, civilization".
Mr. Vo Van Minh said that this Congress has a special significance, as it is the first Congress of the Party Committee after the merger, demonstrating the determination to implement the Politburo's policy on streamlining the apparatus, innovating thinking and vision to promote rapid and sustainable development.
"Thereby, contributing to making Ho Chi Minh City a major economic, cultural, educational - training, scientific - technological center, with strong influence in the key economic region of the South" - Mr. Minh emphasized.
According to the Standing Deputy Secretary of the Party Committee of Ho Chi Minh City Party Agencies, this Congress has two key tasks: First, objectively and comprehensively evaluate the results achieved since its establishment, and at the same time determine the direction, goals, tasks and solutions for the 2025-2030 term; second, seriously review the limitations and shortcomings in the leadership, direction and management of the Party Executive Committee.
Through collective intelligence, democratic, public and responsible discussions, the Congress must correctly identify and grasp the core issues to build a sustainable Party Committee, said Mr. Vo Van Minh.
In particular, in the new era, the Congress needs to focus on key tasks such as: promoting the application of science and technology, digital transformation, improving modern governance capacity; building a team of pioneering, courageous cadres, party members, civil servants, and public employees with the capacity to meet development requirements.
Along with that, the Congress will study, discuss, and give comments on draft documents submitted to the 14th National Party Congress, focusing on evaluating the results achieved as well as the limitations in implementing the 13th National Party Congress Resolution; at the same time, contributing opinions on important goals and targets for the coming period.
The Congress also reviewed and commented on the draft document of the 1st Ho Chi Minh City Party Congress, term 2025-2030, ensuring closeness to practice and high feasibility to quickly enter life.
This is not only an honor but also a responsibility and dedication of the Party Committee to important issues of the Party and the country - Mr. Vo Van Minh affirmed.
