General Secretary To Lam chaired and delivered the opening speech at the Conference. Politburo member and President Luong Cuong chaired the opening session.
The 15th Conference of the 13th Party Central Committee reviewed and gave opinions on the tasks to successfully organize the 14th National Congress of the Party.
The conference focused on solving a number of major and important contents, namely: Group of issues on personnel work of the 14th National Party Congress. Group of issues on Drafting the contents of documents submitted to the 14th National Party Congress.
The tasks to organize the 14th National Party Congress include: Working regulations, Election regulations at the 14th National Party Congress; Report on inspection, supervision and enforcement of Party discipline for the 13th National Party Congress term; Report on inspection, supervision and enforcement of Party discipline in 2025, direction and tasks for 2026;
Regarding the policy of summarizing 100 years of leadership of the Communist Party of Vietnam (1930-2030) with the Vietnamese Revolution and summarizing 40 years of implementing the National Defense of the Vietnamese Communist Party in the transitional period to socialism; Report on the organization work to serve the 14th Congress and a number of other related contents.
Previously, on December 9, 2025, at the Party Central Committee Headquarters, General Secretary To Lam worked with the Standing Committees of the Subcommittees preparing to organize the 14th National Party Congress.
Concluding the meeting, General Secretary To Lam requested the Document Subcommittee and the Party's Charter Subcommittee to continue reviewing and completing the Documents, ensuring that the content of the documents fully meets the requirements that the Politburo and the Secretariat have given opinions in previous meetings; report to the Party Central Committee for comments at the 15th Central Conference to complete the report to the Congress.
At the same time, there are 2 major issues that need to be studied and developed to seek the Central Committee's opinion in the coming time: (1) Summarizing a number of theoretical and practical issues of the 100th anniversary of the Vietnamese revolution under the leadership of the Party. (2) Summarize 40 years of implementing the foundation for national construction in the transitional period to socialism. These are important theoretical and practical summaries to prepare for the 15th National Party Congress. This must begin immediately after the 14th Congress.
The Human Resources Subcommittee continues to complete work related to personnel work to submit to the 15th Central Conference. The Central Organizing Committee reviews the Congress's Working Regulations, Election Regulations at the Congress, and personnel records related to the Congress.
