On the morning of December 17, the Central Steering Committee on perfecting institutions and laws held its second meeting, chaired by General Secretary To Lam - Head of the Steering Committee.

Politburo members: Prime Minister Pham Minh Chinh; National Assembly Chairman Tran Thanh Man also attended the meeting.

Also attending were Politburo members, Party Central Committee Secretaries: Head of the Central Internal Affairs Commission Phan Dinh Trac; Head of the Central Organization Commission Le Minh Hung; Chairman of the Central Committee of the Vietnam Fatherland Front Bui Thi Minh Hoai. Also attending was Politburo member and Secretary of the Hanoi Party Committee Nguyen Duy Ngoc.

The meeting was attended by representatives of leaders of a number of ministries, branches, and members of the Central Steering Committee on perfecting institutions and laws.
