Politburo Member, Standing Deputy Prime Minister Pham Gia Tuc has just signed Official Dispatch No. 48/CD-TTg dated July 17, 2026 of the Prime Minister on overcoming the consequences of a particularly serious traffic accident in Hanoi City.
The telegram stated: At 00:20 on July 17, a particularly serious traffic accident occurred at Km197+900 on the Phap Van - Cau Gie - Cao Bo - Mai Son - National Highway 45 - Nghi Son expressway, in Chuong Duong commune, Hanoi city, due to a passenger car with license plate 20C-117.22 overturning itself, resulting in 4 deaths and many injuries.
Immediately upon receiving information about the accident, the Prime Minister directed to send heartfelt and thoughtful condolences to the injured and deep condolences to the relatives and families of the deceased victims; and at the same time directed the leaders of the Hanoi People's Committee and the police and medical forces to the scene to overcome the consequences of the accident.
To promptly overcome the consequences of the above accident and prevent similar traffic accidents, the Prime Minister requests:
Chairman of Hanoi City People's Committee directs functional agencies and units to immediately arrange all conditions of health and medicine to rescue victims, minimize loss of life and property of people; organize visits, support and encourage victims and families of victims who died in the accident;
Directly direct agencies and functional forces to assess the causes, immediately implement solutions to overcome existing problems and inadequacies; and at the same time urgently clarify the direct and indirect causes related to the above-mentioned traffic accident.
Coordinate with the People's Committee of Thai Nguyen province to direct inspection and review of the compliance with the provisions of law on road transport activities of transport business units, vehicle owners, and drivers for cars under management in the above-mentioned accident, especially inspection of vehicle safety conditions, continuous driving time of drivers, patrol, control and handling of violations on local roads...; strictly handle violations in accordance with the law (if any).
The Minister of Public Security directed the Hanoi City Police and the Police of relevant units to urgently investigate and clarify the cause of the accident and strictly handle according to the provisions of law organizations and individuals who violate regulations and cause the above-mentioned accident.
Note to strictly handle drivers, vehicle owners or car companies and related individuals in cases of violations of regulations on transport business conditions, vehicle safety, compliance of drivers' regulations... in the above-mentioned accident;
Direct the Police of units and localities to strengthen patrols and strictly control road transport activities by cars, especially vehicles carrying goods and people in large quantities.
Review the journey monitoring equipment system for business transport vehicles, strictly handle violations in accordance with the law, especially violations of regulations on vehicle safety conditions inspection.
The Minister of Construction directed units and localities to review and organize traffic reasonably and scientifically on expressways and national highways, especially national highways decentralized to localities for management, and strengthen danger warning for traffic participants, especially roads with curves and slopes.
Chairmen of People's Committees of provinces and cities review, repair, and install additional traffic signs to ensure safety for roads under their management, especially paying attention to national highways under decentralized management, local roads...
