Internal organization continues to streamline and streamline focal points, drastically reduce general departments, bureaus, divisions, and public service units under ministries, bureaus, divisions, and public service units under general departments.
In particular, according to the latest plan, the Government Steering Committee has assigned tasks and responsibilities to ministries and branches in streamlining the apparatus.
Ministries, branches and agencies review the system of legal documents affected by the organizational arrangement; propose tasks and solutions to handle problems arising during the implementation of the organizational arrangement; and send them to the Ministry of Justice for synthesis.
The Ministry of Justice is assigned to guide, monitor and urge ministries, branches and agencies to review the system of legal documents affected by the organizational restructuring; synthesize the review results of ministries, branches and agencies and report to the Government.
Regarding the proposed regimes and policies, the Ministry of Home Affairs is assigned to propose regimes and policies for cadres, civil servants and public employees, ensuring the rights of cadres, civil servants and public employees when implementing the organizational arrangement (to be completed before December 10, 2024, reporting to the Steering Committee).
Regarding the handling of finance, budget, and public assets, the Ministry of Finance is assigned to guide the handling of finance, budget, and public assets during the process of arranging and perfecting the Government's organizational apparatus (to be completed before December 10, 2024, report to the Steering Committee).
Regarding the management of public investment projects: Assign the Ministry of Planning and Investment to guide the handling of the transition of management of public investment projects during the process of arranging and perfecting the Government's organizational apparatus (to be completed before December 10, 2024, report to the Steering Committee).
The Ministry of National Defense is assigned to proactively develop a plan to reorganize and restructure the internal organization according to the direction of the Politburo and the Central Steering Committee.
Preside over and coordinate with the Ho Chi Minh Mausoleum Management Board to develop a project to perfect the organizational structure to perform functions and tasks after receiving the Ho Chi Minh Mausoleum Management Board.
Assign the Ministry of Public Security to proactively develop a plan to arrange and restructure the internal organization according to the direction of the Politburo and the Central Steering Committee.
Ministries and branches: Justice, Industry and Trade, Culture, Sports and Tourism, Government Office, State Bank of Vietnam, Government Inspectorate proactively develop plans to arrange, restructure and drastically reduce internal organization to perform assigned functions and tasks, ensuring streamlining, effective and efficient operations according to the requirements of the Central Steering Committee and the Government Steering Committee.
Assign the Ministry of Finance and the Ministry of Planning and Investment to develop a project to merge the Ministry of Planning and Investment and the Ministry of Finance; arrange, restructure and drastically reduce the internal organization to perform functions, tasks and powers after merging the Ministry of Finance and the Ministry of Planning and Investment into the Ministry of Finance and Development Investment or the Ministry of Economic Development.
The Ministry of Finance proactively develops a project to merge Vietnam Social Security into the Ministry of Finance and Development Investment or the Ministry of Economic Development.
Assign the Ministry of Construction and the Ministry of Transport to develop a project to merge the Ministry of Transport and the Ministry of Construction; arrange, restructure and drastically reduce the internal organization to perform functions, tasks and powers after merging the Ministry of Transport and the Ministry of Construction.
