Urgently amend the Decree on gold trading in July

The Prime Minister requested to strengthen the management of the gold market; urgently submit amendments to Decree 24 on gold trading in July 2025.

On the afternoon of July 3, Politburo member and Prime Minister Pham Minh Chinh chaired a regular Government meeting and an online Government Conference with localities in June 2025.

At the conference, the Prime Minister requested the State Bank to ensure reasonable credit growth (about over 16%); directed to continue to reduce costs and reduce lending interest rates.

Urgently consider removing administrative tools on credit limits, replacing them with managing credit growth according to market mechanisms; developing a set of criteria for controlling credit safety, reporting to the Prime Minister in July 2025.

The head of the Government also requested to maintain stability in the currency and foreign exchange markets; strengthen gold market management; urgently submit amendments to Decree 24/2012/ND-CP on gold trading in July 2025.

In addition, resolutely implement existing preferential credit programs.

The head of the Government also requested the Ministry of Finance to strengthen the management of State budget revenue and expenditure; continue to expand the collection base, especially revenue from e-commerce, food and beverage services; deploy electronic invoices generated from cash registers.

Promote public investment and effectively implement policies on tax, fee, and charge exemption, reduction, extension, and support; thoroughly save regular expenditures (implementing a savings of 10% of the regular expenditure estimate according to the Government Resolution) to create social security.

Urgently submit a draft Resolution on piloting the cryptocurrency asset market in Vietnam before July 15.7; promptly arrange funding for Resolutions No. 57, 59, 66, 68 of the Politburo and for officials who quit their jobs due to the arrangement of administrative units and the implementation of local governments at 2 levels.

The Ministry of Finance submitted a specific plan to implement Resolution No. 138 of the Government to implement Resolution 68 of the Politburo on private economy; urgently complete and submit to the Politburo the Resolution on state economic development in early July 2025.

The Ministry of Education and Training focuses on completing documents and submitting a draft Resolution of the Politburo on breakthroughs in development and improving the quality of education and training in early July 2025.

The Ministry of Construction focuses on implementing the construction of at least 1 million social housing apartments; urgently establish a national social housing fund. The Prime Minister noted that in addition to credit policies, localities must pay attention to planning, arranging land funds, increasing supply, and controlling social housing prices at a reasonable level.

The Ministry of Culture, Sports and Tourism strengthens promotion to attract tourists, especially in the summer of 2025; prevents and strictly handles false advertising.

The Ministry of Agriculture and Environment and localities should pay attention to storm and flood prevention during this rainy season, not to be passive or surprised.

Preparing to celebrate the 80th anniversary of the August Revolution and National Day on September 2, the 80th anniversary of the People's Public Security Traditional Day, the Prime Minister assigned the Ministry of Culture, Sports and Tourism to urgently implement the work to serve the Exhibition with the theme "80 years of the Journey of Independence - freedom - Happiness" to celebrate the 80th anniversary of the August Revolution and National Day on September 2.

The Ministry of Construction presides over the preparation for the groundbreaking ceremony and simultaneous inauguration of 80 projects across the country on the occasion of this special important anniversary on August 19.
