On June 18, the People's Committee of Khanh Hoa province requested localities to carefully prepare the working headquarters of Party and government agencies when implementing the two-level local government.
According to reports from authorities, Khanh Hoa province currently has 1,724 public houses and land facilities directly managed and used by agencies, units and localities. Of which, the Party agency block is arranged at 3 facilities; the provincial government agencies and public service units use 60 facilities.
At the district and commune levels, there are a total of 1,249 public housing and land facilities, of which 1,040 facilities continue to be used, and 209 facilities are redundant after the merger of commune-level administrative units.
Up to this point, the arrangement of working headquarters of communes and wards after the merger has been completed. Localities have proactively and effectively used existing infrastructure to ensure that there is no need to build new ones, causing waste of the budget.
In addition, Khanh Hoa province is also implementing a plan to arrange means to serve the work of positions in the two provinces after the merger.
In the immediate future, maintain the current status of use with the 6 existing cars; at the same time, it is expected to arrange 1 to 2 cars for commune-level positions in the coming time to meet travel needs and work management.
To ensure resources for commune-level operations after the merger, the province will advance 500 million VND to each commune.
This amount will be used to cover essential expenses, serve regular work, and stabilize the organization of the grassroots administrative apparatus.
The review, arrangement and effective use of public assets after the merger of communes and wards is being implemented by Khanh Hoa in the direction of saving, avoiding losses, while ensuring good service to the professional work of agencies and units.
Establish a special working group to support the new commune level in conducting a trial operation
Khanh Hoa province established 8 special working groups to support 40 communes and wards to conduct a trial operation of the new commune-level government activities on two days, October 21-22.
This is an important step to ensure smoothness and efficiency before officially coming into operation from July 1.
To support the trial operation process to go smoothly, the province has established 8 special working groups, with the task of supervising and guiding Party agencies, authorities, the Vietnam Fatherland Front and socio-political organizations in 40 new communes and wards.
According to information from the People's Committee of Khanh Hoa province, relevant departments and branches have also been required to complete procedures for opening accounts, engraving seals, ensuring legal and financial conditions so that new administrative units are ready to operate from July 1.
