Organize the trial operation of the activities of Party agencies, State agencies, the Fatherland Front and commune-level unions to study, learn from experience, promptly adjust appropriately, ensuring the new commune-level government operates smoothly and continuously from July 1, 2025.
Complete the plans to merge specialized agencies and public service units of Khanh Hoa and Ninh Thuan provinces, ready to operate as soon as there is a decision from the competent authority.
Urgently review the decentralized administrative procedures, authorize district and commune levels to consider decentralization implementation plans in the context of organizing local governments at 2 levels, ensuring that the province's Public Administration Service Center is well connected with the Public Administration Service Centers of newly established communes and wards.
In addition, departments, branches and localities also focus on reviewing the overall content and preparing the contents to adjust the Provincial Planning after the merger of the two provinces.
Continue to research and develop a statistical indicator system, tools for evaluating and measuring efficiency and work performance; increase the application of information technology in task management and control, especially breakthrough tasks.
Review, compile statistics, and evaluate the implementation of sector and field plans to have solutions to promote progress, ensure quality and effectiveness of planning implementation; complete a comprehensive review, prepare the contents of adjusting the Provincial Planning for the period 2021-2030, with a vision to 2050 after the merger of provinces; coordinate with Ninh Thuan province and the Ministry of Planning and Investment to develop a plan to adjust the Provincial Planning in the direction of integration and unity.
Review, develop and integrate the contents into the North Central and Central Coast Planning to submit to the Appraisal Council in June 2025.
Review and identify urban development areas, industrial parks, tourist areas, concentrated production areas... in accordance with the orientation of spatial development and population distribution; ensure effective use of land and resources, associated with green growth and sustainable development.
