On June 15, the leader of the Khanh Hoa Provincial Federation of Labor (FFL) informed that, implementing Resolution No. 18 of the Central Committee on streamlining the apparatus and Resolution No. 60 of the Central Committee, the Provincial Federation of Labor has proactively coordinated with the Ninh Thuan Provincial Federation of Labor to advise the Provincial Vietnam Fatherland Front Committee (VFF) to report to the Provincial Party Committee on the merger plan, orientation of the organizational structure of socio-political organizations and associations assigned by the Party and State to the VFFL.
Accordingly, the orientation is that after the establishment of the new Khanh Hoa province, the Provincial Federation of Labor will have 2 specialized committees including the Trade Union Working Committee and the Industrial Park Trade Union Committee. In particular, the Industrial Park Trade Union will directly manage enterprise trade unions and represent union members and workers in industrial parks and industrial clusters in Khanh Hoa.
At the same time, implementing the guidance of the Vietnam General Confederation of Labor, the Khanh Hoa Provincial Federation of Labor has developed a project to end the activities of the Labor Federations of districts, towns, cities, the Party and Government Trade Unions, the Provincial Health Trade Unions, the Trade Unions of Industrial Parks and Economic Zones of the province and grassroots trade unions of administrative agencies and public service units receiving 100% of state budget salaries.
In 2025, Khanh Hoa Provincial Federation of Labor will manage 13 trade unions at the grassroots level, including 9 district trade unions and 4 industry trade unions. Units manage and direct 1,482 grassroots unions, with 91,758 union members/112,641 workers, civil servants, and laborers (CNVCLD). Of which, 350 are state administrative trade unions, with 11,226 union members/11,332 employees. There are 484 public service unit trade unions receiving 100% of their salary from the State budget (financial autonomy at level 4 according to Decree 60/2021/ND-CP), with 18,890 union members/19,307 employees.
The total number of grassroots trade unions in the production and business sector (state-owned enterprises, non-state enterprises, foreign-invested enterprises, trade unions, etc., and financially autonomous public service units at level 1.2.2 according to Decree 60/2021/ND-CP) is 648 grassroots trade unions, with 61,642 union members/82,002 employees.
Implementing the direction of the General Confederation of Labor and the Khanh Hoa Provincial Party Committee, the Provincial Federation of Labor has deployed instructions, implemented the arrangement and streamlining of the Khanh Hoa Trade Union system according to Resolution No. 18-NQ/TW in a timely manner, ensuring the roadmap and time according to regulations.
Accordingly, the Department of Legal Policy and Labor Relations will be merged with the Department of Propaganda and Women's Affairs into the Department of Professional Affairs; dissolved 6 Trade Unions at the grassroots level; established the Trade Union of the Party and Government Bloc of Khanh Hoa province.
Mobilize and appoint civil servants in newly established and dissolved units. Transfer 271 grassroots trade unions with 18,025 union members under 6 dissolved trade unions to the Party and Government Trade Unions, district-level Labor Federations and trade unions of industrial parks - Economic zones of the province.
Following the direction of the Khanh Hoa Provincial Party Committee's Organizing Committee, the Provincial Federation of Labor has taken a survey of work aspirations and compiled the report results according to regulations. Conduct a review and complete the list of tasks The Ministry of tools for measuring and evaluating work results and efficiency (KPI), synthesize the results and report to the Khanh Hoa Provincial Party Committee's Organizing Committee to ensure the prescribed time.
