In July 2025, the People's Committee of Khanh Hoa province issued a document directing the implementation of unifying the application of work result assessment tools (KPI) in the entire government system.
This is considered a key and urgent solution to improve public service efficiency, promote staff streamlining and properly assess the value of cadres.
According to the direction of Khanh Hoa Provincial People's Committee, all agencies, organizations, units and localities must seriously implement KPI on specialized software.
Heads of units are responsible for disseminating to all cadres, civil servants and public employees; organizing guidance and training, especially for cadres in Ninh Thuan (before the arrangement) to effectively use this tool.
The statistics of working hours and evaluation of work products must be carried out closely, objectively, honestly, accurately reflecting the capacity and results of task performance.
The whole province uses three groups of common tasks: Group A: Work according to leadership and management positions; Group B: Professional work shared; Group D: Other work
The list of group C work tasks is approved by the head of the agency, unit, and locality, while the People's Committee at the commune level uses the list of commune-level work tasks. After 1 month of operation, if necessary, the commune level can propose an adjustment and send it to the Department of Home Affairs for appraisal.
Khanh Hoa Provincial People's Committee requires units to send monthly reports on KPI implementation results before the 25. After this time, if the report has not been submitted, it will be considered not to be implemented in the month. Before July 14, all units must provide information on KPI implementation units to the Department of Home Affairs.
Regarding the responsibilities of departments and branches: The Department of Home Affairs will compile monthly implementation results reports, guide group C, and send the results to the Provincial People's Committee and the Provincial Party Committee's Organization Committee.
The Department of Science and Technology completes KPI software, updates work topics, provides technical support, fixes software errors and ensures a stable operating system.
Provincial Party Secretary Nghiem Xuan Thanh affirmed: "KPI is a public, transparent, and objective tool to evaluate the work results of cadres, civil servants, and public employees.
This is an important solution to remove bottlenecks and limitations in human resource quality, contributing to the effective implementation of staff streamlining associated with improving the quality of the team according to job position".
