Do not lower the standards and conditions for Party admission
This content is stated in Directive No. 12-CT/TW of the Secretariat on innovating and improving the quality of Party building work in the private economic sector (Directive No. 12-CT/TW dated August 19, 2026).
According to the Directive, the Secretariat requests strong innovation in the work of creating sources, fostering, and developing party members in the direction of taking quality, correct motivation, qualities, capacity, prestige and ability to contribute as the focus; not running after quantity, not lowering standards and conditions for admission to the Party; not developing party members according to administrative orders.
The development of party members must originate from the needs, legitimate aspirations, voluntary spirit, and self-awareness of the masses; considering this as a fundamental factor, having decisive significance for the quality of the party team.
The Directive requires focusing on creating sources and fostering employees with outstanding achievements; intellectuals, engineers, experts, scientists, management staff in enterprises, typical entrepreneurs, young entrepreneurs; individuals with outstanding achievements in scientific research, technology, digital transformation, artificial intelligence, semiconductor technology, big data and strategic technology fields; citizens who have completed military service and police service; people with prestige and positive influence in the labor collective, business community and society.
At the same time, continue to innovate the content of programs to foster awareness of the Party, foster new Party members, and foster professional skills in Party work suitable to the specific characteristics of enterprises; implement on a digital platform in places that meet the conditions, ensuring convenience, practicality, economy, and efficiency.
Step by step forming the model "Digital Party Committee, Digital Party Cell, Digital Party Member
The Secretariat requested to promote digital transformation in Party building work in the private economic sector in the spirit of Resolution No. 57-NQ/TW; innovate methods of leadership, management, administration and organization of Party building activities on a digital platform, ensuring synchronization, unity, practicality, and efficiency.
Accordingly, build and complete a centralized database on Party organizations and Party members in the private economic sector, ensuring connection, intercommunication, sharing and effective exploitation. The database must ensure the management throughout the process of detecting, creating sources, fostering, introducing outstanding masses, admitting Party members and transferring Party activities.
The Directive requires the implementation of the principle of "importing once, exploiting many times"; not requiring businesses, Party organizations, and party members to provide information that is already in the system. Organize the development and updating of digital maps of Party organizations and party members in the private economic sector; clearly identify key areas, businesses, and businesses that are eligible to establish Party organizations and socio-political organizations; gradually form the model of "digital Party Committee, digital Party Cell, digital Party Member".
Along with that, promote the application of digital platforms in propaganda, political and ideological education, fostering awareness of the Party, fostering new Party members, managing Party members, and Party activities suitable to the specific characteristics of flexible production and business, multi-area, shift, or frequent fluctuations.
