New regulations of the Secretariat on piloting the delegation of power from grassroots levels to grassroots Party committees

The Secretariat has issued Regulation No. 202-QD/TW dated June 19, 2026 on piloting the delegation of power from grassroots levels to grassroots Party committees.

On behalf of the Secretariat, Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu signed and promulgated Regulation No. 202-QD/TW dated June 19, 2026 on piloting the delegation of power from grassroots levels to grassroots Party committees.

Regulation No. 202-QD/TW stipulates the principles, conditions, authority, tasks, and powers of the grassroots Party Committee to be piloted to delegate power to the upper grassroots level.

Regulations apply to grassroots Party committees in public agencies, public non-business units, state-owned enterprises where the directly superior level is not the provincial party committee, city party committee, Party committee directly under the Central Government; grassroots Party committees directly under the Party committee of state-owned enterprises; grassroots Party committees directly under the Party committees of communes, wards, and special zones that are being piloted to delegate power to the upper grassroots level (except for grassroots Party committees in the armed forces).

According to regulations, when the grassroots Party Committee meets the following conditions, the Party Committee is considered for pilot assignment of power to the upper grassroots level: having an important position in politics, economy, culture, society, national defense, security; having many member units that are grassroots organizations in the same agency, public non-business unit, state-owned enterprise, operating in many localities; having a number of 400 or more party members; being a Party Committee with 3 consecutive years of good completion of tasks or more (ensuring capacity to perform assigned functions, tasks, powers, and organizational structure).

In case the upper-level Party Committee, the grassroots Party Committee where the Party Committee has been piloted to assign power to the upper-level Party Committee, after separation, consolidation, and merger still ensures sufficient conditions according to regulations, the Provincial Party Committee, City Party Committee, and Party Committee directly under the Central Government shall consider and decide to pilot the assignment of power to the upper-level Party Committee to the grassroots Party Committee and report the results to the Central Organization Committee.

The regulation also clearly states that the grassroots Party Committee is piloted to delegate powers to the upper-level grassroots level to perform the functions, tasks, and powers of the corresponding upper-level grassroots Party Committee in public agencies, public service units, state-owned enterprises and Party regulations. At the same time, the Standing Committee of the Provincial Party Committee, City Party Committee, and Party Committee directly under the Central Government shall consider and decide to delegate to the grassroots Party Committee some powers to the upper-level grassroots level as follows:

Specialized agencies for advising and assisting are established: Party Building Committee, Inspection Committee Agency, Party Committee Office. The arrangement of specialized cadres for Party work is implemented according to the current regulations and guidelines of the Central Government, and is considered and decided by the Party Committee Standing Committee piloted to delegate power to the grassroots level.

Being decided to establish grassroots Party organizations directly under regulations.

Exercise the authority and responsibility of the Party Committee assigned to the grassroots level in terms of internal political protection work according to Party regulations.

The Standing Committee of the Party Committee is allowed to decide on personnel work according to regulations, admit Party members, discipline and expel Party members, reward Party organizations and Party members, transfer activities for Party organizations and Party members directly to Party committees at the upper grassroots level and Party committees with Party committees piloted to delegate powers at the upper grassroots level; manage records and data of Party members.

Periodically, the Standing Committee of the Party Committee meets once a month, the Party Committee meets every 3 months, and holds extraordinary meetings when necessary.
