On the morning of June 23, in Hanoi, Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh chaired a meeting of Steering Committee 751 on two important contents. That is, implementing the Politburo's conclusions on difficult projects, obstacles that need to be resolved and the content on the implementation of Resolution No. 233/NQ-CP of the Government on renewable energy projects.
At the meeting, the Permanent Deputy Prime Minister stated that the spirit of direction and requirement of the Politburo is to urgently and fully review projects with difficulties and backlogs.
According to the Permanent Deputy Prime Minister, in the process of removing difficulties and obstacles, not legalizing violations and especially absolutely not allowing other negativity and violations to arise.
"It is necessary to refer to the experience of handling 2 hospital projects in Ha Nam, Viet Duc Hospital and Bach Mai Hospital, Facility 2. Before removing difficulties, an inspection was conducted and an inspection conclusion was issued, and the individuals and units with violations were included in the conclusion" - the Permanent Deputy Prime Minister said.
According to the Permanent Deputy Prime Minister, the two projects are currently being actively implemented and are expected to be operational in December.
The Permanent Deputy Prime Minister requested Steering Committee 751 to continue to coordinate effectively with competent authorities to fully review projects with difficulties and backlogs, especially developing feasible solutions to handle according to decentralization.
In reviewing and handling projects with difficulties and problems, the Permanent Deputy Prime Minister paid special attention to the classification work; emphasizing that classifying projects is very important to find solutions, if the classification is not correct, the solutions will not be correct.
"It can be divided into 3 groups of projects, the first type is projects with investigation, inspection, examination and auditing results; the second type is projects that are only involved in legal procedures and order, have no violations, and do not necessarily need to be inspected; the third type is the type of violation, which must be inspected" - said the Permanent Deputy Prime Minister.
According to the Permanent Deputy Prime Minister, any projects that need to be implemented by the Government Inspectorate and implemented by the Government Inspectorate must be implemented by the Government Inspectorate, but the general spirit is to decentralize to the maximum for localities to implement.
In handling, projects may be related to investigation and inspection work, so the work of handing over and managing documents must be done well, in accordance with regulations, to avoid losing documents.
At the meeting, the Permanent Deputy Prime Minister also gave specific opinions on orientations in removing difficulties and obstacles related to renewable energy projects.
