According to a report from the Ministry of Home Affairs sent to the conference summarizing 1 year of operation of the overall organizational model of the political system, the 3-level government model, to date, the whole country has 147,049 commune-level cadres and civil servants.
Of which 52,764 people were transferred and arranged from the provincial and district levels to the commune level, accounting for about 35.88%, becoming a force with professional qualifications and management experience, playing a core role in supporting the commune level to receive new tasks, provide professional guidance, transfer experience and improve the quality of public service performance at the grassroots level.
However, the implementation capacity of a part of commune-level cadres and civil servants is not uniform compared to the new task requirements.
According to initial summary data, currently only about 53% of provincial-level cadres and civil servants and about 30% of commune-level cadres and civil servants are assessed to fully meet the requirements of tasks in the new organizational structure.
The commune level currently receives many tasks with legal, technical, and in-depth expertise requirements in the fields of land, construction, finance, justice, civil status, labor, people with meritorious services, social security, and environment.
The problem posed is not only a shortage or surplus in quantity, but more directly, not the right people, the right job, the right capacity and the right job position; a part of officials still have a psychology of hesitation, fear of mistakes, fear of responsibility, and have not kept up with practical work requirements.
This is a direct difficulty for the Ministry of Home Affairs, because no matter how streamlined the organizational structure is, if cadres and civil servants are not capable of implementing it, the operating efficiency will still not meet the requirements.
Regarding the group of tasks under its authority, deploy immediately, in 2026, the Ministry of Home Affairs will focus on guiding the standardization of job positions and the structure of the contingent of commune-level cadres and civil servants.
The focus is not on increasing staff according to average thinking but on correctly determining needs according to population size, natural area, task volume, urbanization level and local characteristics.
The product includes a framework for commune-level job positions, clarifying the capacity framework of cadres and civil servants in the new period, a set of criteria for determining payroll for the 2026-2031 period (in coordination with the Central Organization Committee), a mechanism for mobilization, assignment, and strengthening of in-depth professional cadres for the commune level, and guidance on evaluating cadres and civil servants in a substantive direction, taking results and products, and the level of satisfaction of people and businesses as the main measures.
The Ministry of Home Affairs proactively coordinates with relevant agencies to create strong changes in the training of commune-level cadres and civil servants - a task of decisive significance for improving the quality of grassroots government activities.
Closely coordinate with the Ho Chi Minh National Academy of Politics, ministries managing sectors, fields and localities to implement the Project on strengthening the training of cadres and civil servants in communes, wards, and special zones in the period 2026 - 2031 according to Decision No. 700/QD-TTg dated April 20, 2026 of the Prime Minister.
Including the task of building a national common digital learning material for commune-level officials and civil servants, professional situation sets for each field, a question bank for capacity assessment and a training program according to job positions.
