The Government has just issued Decree No. 258/2026/ND-CP detailing a number of articles on mechanisms and policies to promote resources to improve the efficiency of international integration according to Resolution No. 250/2025/QH15 of the National Assembly.
Applicable subjects include: Civil servants, public employees, officers of the armed forces, people working in foreign affairs and international integration; scientists, experts on international integration; specialized educational institutions in the field of international integration.
Clause 3 of Decree 258/2026/ND-CP stipulates: An expert on international integration is a person who proficiently uses at least one foreign language at a minimum level equivalent to level 4 in the 6-level foreign language proficiency framework of Vietnam as prescribed by the Minister of Education and Training, and meets one of the following conditions:
a) Having worked for at least 10 years or holding management positions at international organizations, regional organizations at home and abroad, with prestige in expertise in the field of international integration;
b) Presiding over or co-presiding at least 1 state-level scientific research project in the field of foreign affairs and international integration that has been accepted and achieved excellent results;
c) Holding leadership and management positions from the rank of Deputy Minister or equivalent or higher who are working or retired; having directly chaired or participated in policy advice on international integration, shaping cooperation mechanisms, negotiating, signing national-level cooperation agreements or resolving inter-national and inter-regional issues in their assigned fields;
d) Being nominated by the Government of Vietnam and becoming a member of an international specialized agency or organization;
e) Recognized and appointed to the title of expert on international integration by the head of the ministry, ministerial-level agency, or Chairman of the provincial-level People's Committee.
In which, scientists and experts on international integration specified in Clause 2 and Points a, b, d Clause 3 above, if they are of working age and wish to work long-term at agencies and organizations directly and regularly operating in the field of foreign affairs and international integration, they are considered for recruitment as civil servants and public employees according to current law, and are supported monthly at 300% of the salary level according to the current salary coefficient and other policies according to the provisions of law;
Scientists and experts on international integration specified in Clause 2 and Points a, b, c, d Clause 3 above, if they have exceeded working age or are of working age but do not wish to be admitted to civil servants and public employees and if agencies and organizations have needs, they are considered for signing a contract to perform the tasks of civil servants and public employees or a contract contract according to the provisions of law;
The time to enjoy monthly support is calculated from the time the competent authority receives scientists and experts on international integration into civil servants and public employees or recognizes and appoints them to expert titles.
Every year, ministries, ministerial-level agencies, and provincial-level People's Committees organize assessments of the performance of tasks and contributions of scientists and experts. The assessment is carried out at the same time as the annual quality assessment and classification of civil servants and public employees in accordance with the law.
The evaluation results are the basis for deciding whether to continue or terminate the support regime for scientists and experts on international integration.
