On September 19, continuing the 7th plenary Session, the Law and Justice Committee reviewed the Government's 2021 - 2026 term summary report.
Reporting at the meeting, Deputy Head of the Government Office Mai Thi Thu Van said that since the beginning of the term, the Government has organized 43 thematic sessions on law-making, the Government Standing Committee regularly meets to give opinions on draft laws, legal documents, draft resolutions, especially on major, complicated issues with different opinions.
At the same time, the National Assembly issued a Resolution on a number of special mechanisms and policies that create breakthroughs in the development and organization of law enforcement"; passed 121 laws and resolutions; issued 791 decrees, an increase of 4.7% over the 2016 - 2021 term.
thoroughly grasping the Party's policy on innovation and streamlining the apparatus of the political system to operate effectively and efficiently in the spirit of the Resolution of the 13th National Congress, Resolutions No. 18- NQ/TW, 19-NQ/TW dated October 25, 2017 of the 6th Central Conference, the Conclusion of the Politburo, the Resolution of the National Assembly, the Government has focused on directing strongly.
Accordingly, the competent authority has submitted the project on the organizational structure of the 15th Government to streamline to 14 ministries, 3 ministerial-level agencies, 5 agencies under the Government; the Projects on the arrangement of commune-level administrative units (according to 34 new provincial-level units).
Issue 30 decrees on decentralization, delegation of authority, and division of authority between central and local governments, between local governments at the provincial and commune levels, ensuring the smooth and effective operation of local governments at both levels.

Reviewing this content, members of the Law and Justice Committee found that the content of the Government's Report highlighted the results achieved, pointed out the limitations, shortcomings and causes, summarized some lessons learned and identified the directions, tasks and key solutions that the Government needs to implement in the coming term.
Appreciating the work of building and perfecting institutions and laws, opinions found that the Government has promptly institutionalized the Party's policies and the National Assembly's resolutions, especially to serve the implementation of the revolution in reorganizing the apparatus of the political system and organizing local governments at both levels.
However, opinions suggested that the Government pay attention to and clarify the loss and waste in the management and use of the state budget; shortcomings and limitations in the management and use of the budget such as estimates for implementation of revenue, expenditure, and making estimates that are not close to reality, adjustments, cancellations of estimates, and transfer of resources at the end of the year are still large; the disbursement rate of national target programs is still slow...
To continue to improve the effectiveness of the Government's operations in the coming term, the opinions of the Law and Justice Committee suggest that in the work of building and perfecting institutions, laws and organizing law enforcement, it is necessary to proactively research and promptly update new issues arising in practice, ensuring that the provisions of the law must be stable, simple and easy to implement.
