Do not establish new artificial intelligence funds, take advantage of existing funds

The Deputy Prime Minister agreed with the proposal to re-examine the Government's opinion in the direction of not establishing a new National Artificial Intelligence Development Fund.

On June 17, at the Government Headquarters, Member of the Party Central Committee, Deputy Prime Minister Ho Quoc Dung chaired a meeting on the draft Decree detailing and measures to implement the Law on High Technology and debt documents issued by the Ministry of Science and Technology (MOST) in the first 6 months of 2026.

Concluding the meeting, Deputy Prime Minister Ho Quoc Dung highly appreciated the efforts of the Ministry of Science and Technology in implementing the assigned tasks, and at the same time requested the Ministry of Science and Technology and the Ministry of Justice to continue to coordinate more closely in the process of building and completing legal normative documents, thoroughly handling obstacles, and avoiding the situation where dossiers have to be revised and rotated many times, affecting the progress.

Regarding the Decree detailing and implementing measures of the Law on High Technology, the Deputy Prime Minister emphasized that policies must be developed from practice, creating a favorable environment for businesses to innovate and develop high-tech products.

According to the Deputy Prime Minister, high technology and strategic technology are of particular importance to the competitiveness of the economy in the context of rapidly changing world technology.

Therefore, mechanisms and policies need to play a "supporting" role, supporting businesses to have more motivation to invest in research, development and commercialization of products, thereby contributing to promoting growth and improving the country's technological autonomy capacity.

The Deputy Prime Minister requested the Ministry of Science and Technology to urgently complete the dossier to submit to the Government the draft Decree guiding the implementation of the Law on High Technology before June 20, 2026; and at the same time soon submit the Decree guiding a number of articles of the Law on Digital Transformation according to the set schedule.

Regarding the draft Decree regulating the National Artificial Intelligence Development Fund, the Deputy Prime Minister agreed with the proposal of the Ministry of Science and Technology to re-consult the Government in the direction of not establishing a new fund.

Accordingly, the Ministry of Science and Technology is assigned to review and research the integration of artificial intelligence development tasks into existing funds, clearly defining management mechanisms to promote the effectiveness of available resources.

Regarding the task of developing strategic technology associated with major national problems, the Deputy Prime Minister requested ministries and sectors to urgently develop and complete task proposals and send them to the Ministry of Science and Technology for synthesis and reporting to the Prime Minister before June 20.

The Ministry of Science and Technology needs to focus on handling outstanding tasks, ensuring the progress of projects, decrees and strategies that have been assigned; maintain a periodic meeting mechanism to promptly remove difficulties and obstacles arising in the implementation process.

The Deputy Prime Minister also agreed with the proposal to develop a Resolution to handle difficulties and obstacles in the mechanism for preparing, allocating and assigning estimates for S&T and innovation projects; and at the same time agreed with the policy of developing a draft Law amending and supplementing a number of articles of the Law on S&T and innovation.

The Ministry of Science and Technology urgently completes the dossier and fully implements the procedures according to regulations to soon submit it to competent authorities for consideration and decision.
