The 2025 Population Law was officially passed by the National Assembly and took effect from July 2026.
This Law stipulates communication, mobilization, and education on population; maintaining the replacement fertility rate, reducing gender imbalance at birth; adapting to population aging; improving population quality; conditions to ensure the implementation of population work.
Regarding the development of human resources for elderly care, Article 19 of the Law stipulates.
Integrating geriatrics specialized content into the program to continuously update medical knowledge.
Encourage organizations and individuals to grant scholarships or support tuition and living expenses for learners to develop geriatrics.
In particular, the law encourages support for tuition and living expenses for people working at medical examination and treatment facilities, elderly care facilities in ethnic minority and mountainous areas, and specially difficult commune-level administrative units in coastal, coastal and island areas.
The development of human resources for elderly care is carried out in accordance with the law on the elderly.
Article 18 of the law also encourages the participation of socio-political organizations, social organizations, socio-professional organizations, educational institutions, elderly care facilities and residential communities in supporting care for elderly people with intergenerational participation.
