The Law on Dissemination and Legal Education was passed by the National Assembly at the First Extraordinary Session. This Law takes effect from March 1, 2027.
This Law stipulates the rights, obligations, contents, forms, responsibilities of state management, responsibilities of agencies, organizations, individuals, conditions to ensure the dissemination and education of laws, and policy communication.
Citizens have the right to access the law; enjoy and participate in dissemination and legal education activities, policy communication; are guided to learn about the law; participate in contributing opinions to build policies and laws.
At the same time, they must have the obligation to comply with the Constitution and laws; have the responsibility to proactively study and understand the law, and build a culture of respecting the law.
Article 3 specifically stipulates the State's policies on dissemination, legal education, and policy communication.
Accordingly, ensuring the dissemination and education of the law is the responsibility of the entire political and social system, in which the State plays a leading and core role in directing, managing and organizing the implementation, building a culture of respecting the law into a core and foundational value of social life.
Prioritize commensurate resources for dissemination and legal education for specific subjects; create favorable conditions for overseas Vietnamese to study and learn about Vietnamese law; integrate resources into relevant programs and projects.
In addition, the State has policies to ensure the content of legal education in educational institutions of the national education system; equip legal knowledge suitable for each level of education and training majors and professions of learners.
Strengthen training in legal knowledge, awareness of law compliance to improve discipline, order, and exemplary nature of cadres, civil servants, public employees and officers, professional soldiers, and other individuals in the people's armed forces in public service activities, professional activities and building a culture of respecting the law.
Prioritize and encourage the implementation of digital transformation, applying artificial intelligence in dissemination, legal education, and policy communication; have policies to develop digital human resources, and train digital skills for people working in dissemination, legal education, and policy communication.
