On March 8, according to the Ministry of National Defense's Electronic Information Portal, the Ministry of National Defense received a petition from voters of Khanh Hoa province sent by the Petition Committee under Official Dispatch No. 687/VPCP-QHDP.
Accordingly, voters of Khanh Hoa province recommended that the standing militia is a standing force on duty in key areas of national defense; this force is responsible for being ready to fight, fight and serve the fight to protect localities, grassroots, agencies and organizations;
Coordinate with the People's Army, People's Public Security and other forces in the area to protect sovereignty, security of national borders, islands, sea areas and airspace of Vietnam;
Participating in building a national defense, national defense and security protection, ensuring social order and safety, fighting against crime; preventing, combating and overcoming the consequences of natural disasters, incidents, natural disasters, epidemics, fires, explosions; search, rescue, etc.
"However, this force has not paid attention to health insurance policies. Voters requested the Government to pay attention to and support health insurance policies for standing militia to ensure their rights in performing tasks in the locality" - voters of Khanh Hoa province stated.
Referring to this content, the Ministry of National Defense said that the above content has been amended and supplemented in the Law on Health Insurance No. 51/2024/QH15 and Decree No. 16/2025/ND-CP dated February 4, 2025 amending and supplementing a number of articles of Decree No. 72/2020/ND-CP dated June 30, 2020 of the Government detailing a number of articles of the Law on Militia and Self-Defense Forces on organization and construction of forces and regimes and policies for militia and self-defense forces.
For example, at point d, clause 3, Article 12 of Law No. 51/2024/QH15 dated November 27, 2024 amending and supplementing a number of articles of the Law on Health Insurance stipulates:
Standing militia; belonging to the group paid for by the State budget for Health Insurance;
At point c, point d, Clause 5, Article 1 of Decree No. 16/2025/ND-CP stipulates and supplements Clause 4a as follows:
The health insurance regime for standing militia is implemented according to the law on health insurance; The implementation of compulsory social insurance policies and health insurance for standing militia is implemented by the provincial Social Insurance agency in accordance with the provisions of law and the decentralization and guidance of Vietnam Social Insurance.
Decree No. 16/2025/ND-CP takes effect from March 23, 2025, all regimes, policies, and support levels for the Militia and Self-Defense Forces are guaranteed to be implemented nationwide.
