On December 30, the People's Council of Kien Giang province held its 31st session (the regular session at the end of the year) with many important working contents. In particular, the People's Council presented a report on the supervision of the results of the Kien Giang Provincial People's Committee's handling of voters' petitions before and after the regular session at the end of 2024.
According to the report, there are a total of 97 recommendations in the fields of economy, culture - society, state management, security and order. Of these, 66 were made before the session and 31 were made after the session.
The total number of voters' petitions considered, resolved or answered by the Provincial People's Committee is 97/97, reaching 100%. Of which, 28 have been resolved or answered, accounting for 28.86%; 46 are being resolved, accounting for 47.42%; 19 are being resolved under the authority of the Central Government, accounting for 19.58%; 1 is recorded to be resolved when resources are available and 3 are being resolved under the authority of the district level.
Through supervision, the Standing Committee of the Provincial People's Council found that the Provincial People's Committee has paid attention, been proactive and given strong direction to departments, branches and localities in resolving voters' petitions. Through the issuance of a Plan to resolve and respond to voters' petitions, assigning agencies and units with specific implementation functions; organizing a field survey team, including surveying voters' petitions.
Departments, branches and localities advised the Provincial People's Committee to respond to all 97/97 petitions of voters, with no unanswered content. The petitions of voters have been considered, resolved or responded to, basically meeting the legitimate and legal requirements of the people.
Some of the voters' petitions that have lasted for many sessions have been resolved, such as: Petitions on support for building new Ngo boats to preserve the traditional culture of the Khmer ethnic group; support for population collaborators in 2021...
However, there are still limitations such as the responsibility of advising the Provincial People's Committee of local departments and branches in resolving voters' petitions, some contents are unclear, general, lacking implementation measures, and time to resolve. There are some contents that are not close to reality (such as the content of supporting funding for construction and repair of crematoriums from environmental career funds, but in reality it cannot be implemented; Bai Cay Men Reservoir in An Son commune will be put into use in November 2024, but in reality it has not been able to supply water to voters...
In addition, there are still some recommendations from voters that have been implemented very slowly and have not been resolved to date, such as the recommendations on the current situation of littering causing environmental pollution and loss of beauty in the area of the Oncology Hospital; recommendations on marking the boundary of forest land to issue land use right certificates to people; lack of health insurance drugs; and the treatment of pollution of the Nuoc Saline canal through Rach Gia and Chau Thanh areas.
Based on the above monitoring results, the Standing Committee of the Provincial People's Council requested the Provincial People's Committee to direct departments, branches and localities to proactively review and have a plan to coordinate well with relevant agencies and localities, not to give general answers but to request specific information, time for resolution, and implementation solutions. Continue to have solutions to resolve the contents of voters' recommendations that are being implemented.
For the content of voters' petitions under the authority of Central Ministries and branches, it is recommended that they review and recommend that the Central agency resolve or respond, then inform the delegates and voters.
