The Presidential Office has announced the President's order on the Law on High Technology passed by the National Assembly at the 10th Session.
This law regulates high-tech activities, policies, measures to encourage and promote high-tech activities and activities related to strategic technology development.
According to the Law, the Government unifies the management of high-tech and strategic technology activities nationwide; allocates budget, mobilizes resources; promulgates specific mechanisms and policies; directs and coordinates ministries, branches, and localities; promotes international cooperation.
The Ministry of Science and Technology is the focal agency responsible to the Government in implementing unified state management of high-tech and strategic technology activities according to the provisions of this Law.
At the same time, chairing and advising on policy development to promote the development of high-tech and strategic technology activities; chairing and coordinating the development and promulgation of a special national science, technology and innovation program on strategic technology;
Develop digital databases and infrastructure; summarize the results of evaluating the effectiveness of high-tech and strategic technology activities; inspect and handle violations in accordance with the law.
Ministries and ministerial-level agencies, within the scope of their assigned functions, tasks, and powers, are responsible for implementing state management of high-tech activities and strategic technology in the assigned sectors and fields;
Integrate contents and plans for developing high-tech and strategic technology activities in industry planning, strategies, and plans; preside over the development of controlled testing mechanisms under management.
The provincial-level People's Committee, within the scope of its assigned functions, tasks, and powers, is responsible for implementing state management of high-tech and strategic technology activities in localities; implementing policies to develop high-tech and strategic technology; developing technical infrastructure...
The law also stipulates 6 prohibited acts such as prohibiting the exploitation of high-tech and strategic technology activities to infringe on national interests, the legitimate rights and interests of organizations and individuals; causing adverse consequences to national defense, security, social ethics, community health and the environment.
Prohibit the use of high technology, strategic technology or products and services formed from that technology to commit illegal acts.
Prohibit the infringement of intellectual property rights on high technology, strategic technology, related products and services.
In particular, prohibit counterfeiting and fraud in meeting the criteria and conditions to enjoy support policies and incentives on high technology and strategic technology.
Prohibit disclosure, purchase, sale, illegal transfer of technology secrets, data, information related to high technology, strategic technology.
Or prohibit obstruction and illegal interference in high-tech and strategic technology activities.
This law takes effect from July 1, 2026.
