On March 21, the Dak Nong Provincial Department of Home Affairs confirmed that the unit had reported the results of the inspection of the content of the petition of Mr. Ha Xuan Binh (50 years old), working at the Provincial Department of Construction.
After the arrangement and streamlining of the apparatus, Mr. Binh was transferred from the Head of the Department (old Department of Construction) to the Deputy Head of the Department (new Department of Construction). He suggested that competent authorities review the arrangement of department-level leaders after merging the Department of Construction.
After that, the Dak Nong Provincial People's Committee assigned the Department of Home Affairs to preside over and coordinate with relevant units to inspect and verify the petition according to regulations.
According to the Inspection Team of the Department of Home Affairs, the Department of Construction has not promptly implemented the direction in Notice No. 372 dated April 4 of the Provincial People's Committee on the orientation for selecting and arranging department-level leaders according to the instructions of the Provincial Party Committee.
Specifically, it is announced that it is required to consider the arrangement of all department head positions. In case of surplus, the agency's leadership must discuss to come up with a reasonable arrangement plan.
However, on March 5, the Department of Construction issued a decision to appoint 7 department heads but left the position of Head of the Department of Transport, Vehicles and Drivers vacant.
Instead, the Department of Construction assigned a deputy head of this unit. Meanwhile, the redundant department head must be adjusted to the deputy department head.
At the time of inspection, the Department of Construction had not yet completed the title of Head of the Department of Transport, Vehicles and Drivers, nor had it reported according to the previous proposal of the Department of Home Affairs.
In addition, the Department also included three officials with retirement decisions in the process of selecting department-level leaders. The reason given is that the Department held a meeting on February 28, but it was not until January 1 that it received a list of retired officials from the Provincial People's Committee.
With the shortcomings in the work of arranging and assigning cadres after the merger, the Department of Home Affairs recommends that the Provincial People's Committee criticize and request the leaders of the Department of Construction to seriously learn from experience for not promptly implementing the instructions of the Provincial People's Committee and the Provincial Party Committee.
The Provincial People's Committee needs to direct the Department of Construction to seriously implement the appointment of department heads at the vacant positions, review the entire process of personnel work and be responsible for the implementation results.
